Nowa Lubega

Nowa Lubega is an ICT visionary with strong leadership capability and skill sets in the design, development and implementation of large scale information systems. Mr. Lubega brings 30 years of experience from the information technology field. He has worked on various e-government projects for the Commonwealth of Massachusetts, USA and has been a consultant on several successful MIS projects in East Africa including projects for Democratic Governance Facility in Uganda, World Bank in Kenya, Bank of Uganda, and National Bank of Rwanda. Mr. Lubega's experience covers work for government, commercial, and international organizations. He has a keen interest in the business and engineering aspects of ICT markets, and he has provided ICT consultancy services to various organizations. Mr. Lubega has also collaborated and been involved in entrepreneurship ventures, including developing business initiatives for various mobile phone value added systems in the Uganda telecommunications market. Mr. Lubega's technical specialties include: Database Systems, Web Application Development, Software Engineering, Systems Integration, Payment Systems, Bank ICT Solutions, and ICT in governance consulting. Mr. Lubega studied Electrical Engineering and Computer Science at the Massachusetts Institute of Technology. Engineering and Operational Skills: • Business Management: Over fifteen years of team leadership and project management experience in technical arenas. Seven years of experience as founder and head of a technical startup company in Uganda. Won the Private Sector Foundation Uganda Best Early Startup Business 2010 award. • Software Engineering: Strong skills and experience in web application development using Oracle Apex framework and Django. Skilled in Python, Java and C programming languages. Solid experience with HTML, Javascript, and CSS web languages. Experienced in structured design methodology, RAD processes and AGILE methodologies. • Database Management: Strong skills in the design, development and administration of Oracle database systems. Experienced in both OLTP and OLAP technologies including data warehousing methodologies. Familiar with SQLite, MySQL, Microsoft SQL and Postgre SQL. • Telecommunications: Top level understanding of mobile phone technology with experience providing management consulting to telecommunications companies in E. Africa. Hands on technical and management experience in software and content development of database driven web based application systems that integrate with mobile money and mobile phone SMS.
