Oliver is a Foreign Service Environment Officer at USAID's Center for Water Security in Washington, D.C. He focuses on advancing global initiatives for water, food security, and resilience. His work fosters partnerships and leverages data-driven evidence to shape U.S. foreign assistance strategy and programs. Oliver has designed and led public-private partnerships that have reached 3.4 million people with reliable and safe water and sanitation services. He also provided surge support to USAID/Ukraine, overseeing a $300 million agriculture supply chain project during war time. Previously, he has worked to expand financial services for small businesses in Kenya, Uganda, and Ethiopia. Additionally, as a correspondent for Devex he reported on global health and development issues. Born and raised in Maryland, Oliver is a first-generation American and third generation diplomat.
