Phanuel Mweene

Mr. Phanuel Mweene has more than 12 years of extensive experience in development work with wide knowledge of various donor expectations, programmatic and training management. He has demonstrated commitment to community-based partnership in health & education service delivery, with immense ability to mentor office staff, and implementing agencies. He easily acclimatizes to various development program settings having worked with three USAID funded organizations, that is, Family Health International (FHI 360), Development Aid from people to people/Zambia Family (DAPP/ZAMFAM) and Project Concern International (PCI) under Department Of Defence (DOD) project. As Deputy Chief of Party he manages activities aimed at improving the care and resilience of orphans and vulnerable children (OVC) living with or affected by HIV by supporting, protecting, and strengthening the capacity of children, families, and communities through promotion of Water, Sanitation and Hygiene (WASH) and Economic Strengthening, Livelihoods and Food security (E/L/Fs) interventions. As Country Coordinator (FHI360/LIFT), Mr. Mweene provided technical leadership in the management and implementation of Livelihood and Food Security Technical (LIFT II) Project in Zambia under FHI360; trained Field Supervisors in GROW methodology, strengthened health systems through clinic to community referrals for Nutrition Assessment Counselling and Support (NACS) and People Living with HIV (PLHIV) clients through establishment of community based savings groups. As a Provincial Coordinator - Southern Province, Mr. Mweene led the implementation of program activities under Zambia-led Prevention Initiative (FHI 360/ ZPI), supported the development and dissemination of innovative Health and HIV prevention activities, spearheaded strategies in mobilizing and engaging communities in health and HIV prevention using Participatory Learning and Action (PLA) tools, and provide technical expertise in health and HIV prevention and capacity development, throughout the province. As a Household, Economic Strengthening Coordinator - PCI/DOD, Mr. Mweene spearheaded OVC activities aimed at improving socio-economic status of households, he integrated HIV counselling and testing; and cervical cancer screening in collaboration with Zambia Defence Force Medical Services. He has facilitated social and behavioural change activities in Schools and at community level. He has trained community mobilisers, Peer educators, traditional and religious leaders in various health related activities and Participatory Learning and Action (PLA) trainings. He has conducted surveys/researches/evaluations at the levels of consultant, data collector and supervisor for data collectors; has established strong networking relationships with relevant government ministries and implementing agencies. Mr. Mweene has done consultancies with Plan International, Mobilising Access to Maternal health in Zambia (MAMaZ), Twiza Associates Ltd; UNICEF; and Young Men Christian Association. Mr. Mweene posses excellent interpersonal, communication and negotiation skills and has the ability to develop and maintain mutually beneficial internal and external relationships. He enjoys being part of, as well as managing, motivating and training a successful and productive team, and thrives in highly pressurised and challenging working environments. He is proficient in Microsoft Word, Excel, Outlook, Internet, and Power Point. He has excellent skills in both oral and written communication; is able to work long hours with minimum supervision; his able to beat deadlines without compromising on quality; able to work in a multicultural setting; and has excellent report writing skills.
