Mr. Young Pheak is a highly experienced professional in the field of monitoring and evaluation (M&E), with a strong background in research and development planning. Mr. Young Pheak is Young Development Research & Consulting Co., Ltd.'s managing director. He has managed the company for more than 20 years. He has more than twenty years’ experience in project management. Under his role as managing director, he has been acting as project manager and coordinating several short- and long-term projects for clients relating to social development, including technical support, social research consultancy, project participatory planning, monitoring, and evaluation, focused in the areas of social protection and gender equality, rural livelihoods and integrated development, public health, food security, climate change, and disaster impact reconstruction and rehabilitation, as well as water and sanitation, livestock rearing, and agriculture. He has extensive experience in project management, managing research and evaluation teams, mixing qualitative and quantitative research methods and tools, and managing field data collection activities. Recently, he has set up an independent consultancy to provide services to a variety of clients. Mr. Pheak holds three master's degrees. He completed his Master of Business Administration at the American University of Phnom Penh, his Master of International Public Law at the University of Paris 8, his Master of Development Management at Norton University, and he also holds a BA in Psychology. He has attended international certifications on participatory planning, monitoring, and evaluation, which adds to his global perspective and approach. He has concentrated his work on issues like social protection and gender equality, rural livelihoods, public health, food security, climate change, and the reconstruction and rehabilitation of disaster impacts. Mr. Pheak has been involved in a variety of projects, including evaluations. • From May 2014 to the present, I have been leading several assignments at the consulting firm Young Development Research & Consulting Co., Ltd. • National Evaluation Advisor for Midterm Evaluation, USAID/Cambodia, • Senior Trainer – Business and Economic Research for SME, GIZ, Provide Training on Basic Research Skills for Economics and Business Planning for the Provincial Working Group for Investment Promotion and Private Sector Development • Team Leader: Senior TVET and Education Policy Specialist, Skills for Competency Project, research team leader for conducting a study on “Building Skills Development Ecosystem: Enabling Environment, Challenges, and Solutions." The project falls under the skill development fund (SDF) of the Ministry of Economic and Financial Services. ADB fund. • I serve as the National Evaluation Advisor for the Mid-Term Evaluation of the Cambodia Malaria Elimination Project (CMEP), in collaboration with the Evaluation Team (ET) and the United States Agency for International Development (USAID) Cambodia. • The Civil Society Technical Advisor is responsible for the mid-term performance evaluation of the Cambodian Civil Society Strengthening Activity through USAID Asia Learning and Monitoring and Evaluation Support IDIQ. • Review the integration of climate resilience into livelihood programs for VSO International in Cambodia. • World Vision Cambodia is conducting an end-line study to eliminate exploitative child labor through education and livelihood initiatives, • Conduct a baseline study as part of Winrock International's Counter-Trafficking in Person program, • The feasibility study of Social Micro-Credit Development for Village Banks and Agricultural Cooperatives for LWD is underway. • An assessment of a smart labor migration project for the Khmer Youth Association and the Asia Foundation, • A final project evaluation for HelpAge Cambodia, • Designing an M&E system for the Cambodian Ministry of Rural Development, • We are reviewing a development model for People in Need (PIN), • Conduct a baseline survey for the Cambodian Ministry of Rural Development, • Conduct mid-term evaluation report for AECID of PyD regarding regional gender issues and women in politics, • Conducting a final program evaluation for a project focused on gender-based violence and ICT, for the Open Institute, • A baseline survey for Intervida Cambodia re: a child friendly school education program, • Producing a project final evaluation for WWF in Mondul Kiri Province of Cambodia • Conducting a Participatory Rapid Assessment (PRA) for World Health Organization • Conduct impact assessment of migration’ for MoWA and UNWOMEN, and • A data quality audit (DQA) guidelines for FHI360, PSI, KHANA, Global Fund. In addition to having experience in the above issues, Mr. Young Pheak has comprehensive knowledge of social and economic development, project management, project monitoring and evaluation, project baseline, progress reporting, mid-term, endline, and impact evaluation. He has experience in interdisciplinary areas such as child protection, gender and development issues, and social and economic policies, as well as rural infrastructure, agriculture value chain and food, environmental, climate change, public health, rural livelihoods, water and sanitation, skills development, TVET, and education. He is adept at employing both qualitative and quantitative methods, including household surveys and focus group discussions.
