Phelps brings more than 10 years of experience in program design, leadership and management for governance, political transition, civil society strengthening, peacebuilding, research, and media support projects. Phelps is known for her attention to relationship management and capacity to keep pace with shifts in USG strategic priorities. With over five years of Chief of Party experience, she is a tested manager and leader, and has experience leading geographically dispersed teams, establishing effective and efficient remote management systems. She has worked on large and small programs including complex, grant-intensive projects in Central Asia (Kazakhstan, Kyrgyz Republic, Tajikistan, & Uzbekistan), North Macedonia, Sri Lanka, Tunisia, Pakistan and Afghanistan.
