Mr. NDAHAYO Protogene is a seasoned educationist and a certified project management professional with over 18 years of progressive leadership experience in managing implementation of education and literacy activities. A Fulbright Alumnus with a Master’s Degree in Education from Northern Illinois University, USA, Mr. NDAHAYO Protogene is a certified Project Management Professional (PMP) by Project Management Institute (PMI), a PURE Project Manager by Project Management Alliance, and a certified Project Manager for Global Development and Humanitarian Sector (PM4NGOs): Project DPro (PMD Pro), Program DPro, Monitoring, Evaluation, Accountability, and Learning (MEAL DPro) and Finance DPro (FMD Pro). Mr. NDAHAYO Protogene brings a wealth of expertise in project and program management, early grade reading and writing instruction, Languages Education, Curriculum and Instructional Materials Development, Teacher Professional Development, School Leadership, systems strengthening, and Programs Implementation and Evaluation. He has worked as the Chief of Party for the 5-year, $ 30 million, USAID Tunoze Gusoma (Schools and Systems) project and FHI 360 Country Representative in Rwanda since July 2024 to June 2025. Prior to that he worked as the Deputy Chief of Party since the inception of the USAID Tunoze Gusoma in 2021 where he led the coordination of all activities, managed all programmatic and technical operations including integrating cross cutting components into the program and supervised the technical team. The project purpose was to strengthen the Rwandan education system to enable all pre-primary and lower primary school and classroom environments to be of high quality, inclusive, and focused on learning of foundational reading skills. In his previous position as the Early Grade Reading Technical Director for the 5-year (2016 – 2021), $ 72 million, USAID Soma Umenye (Literacy Enhanced Across Rwanda Now – LEARN) and the Program Implementation Coordinator for the 5-year (2011 – 2016), $ 27 million, USAID Literacy, Language, and Learning (L3) initiative, Mr. Protogene NDAHAYO coordinated the projects’ efforts to strengthen the capacity of teachers, head teachers and other education managers to ensure effective early grade reading instruction and school leadership to improve literacy outcomes for students in grades 1 to 3 in all government-aided primary schools in Rwanda. Mr. NDAHAYO has international experience working for FHI 360 in the Democratic Republic of Congo (DRC) as the Early Grade Reading Technical Advisor for the USAID/ UK-funded ACCELERE! project from 2018 to 2019.
