A capital markets, business environment legal and regulatory framework and Regional Integration expert with over 16 years post qualification experience. Currently providing technical advice to the USAID East Africa Trade and Investment Hub on investment and business environment reform and regulation.
I was part of the team that developed the East African Community (EAC) Council Directives on the Legal Regulatory Framework for the Securities Markets, which were passed by the Council of Ministers in 2014.
I developed the free movement of capital chapter of the East African Community Common Market Scorecard (Scorecard) which was a tool to monitor commitments made by the EAC Partner States to free movement of capital, goods and services within the region. I won a World Bank Group Knowbel Award for my contribution to the publication. My work on the capital chapter director resulted in amendments to the United Republic of Tanzania's capital account which opened up the securities markets to the other EAC Partner States citizens. The scorecard 2014 capital chapter findings also resulted in the development of derivatives markets in Uganda and Kenya and commencement of the development of the legal framework for a securities market in Burundi.
