Summary

I have more than 25 years of experience working as a Team Leader and Senior Expert on education, TVET and the labour market. I have worked for national and international government organisations (UK, European Union, UNESCO-UNEVOC) and multi-lateral and bilateral donors as an independent consultant. I have worked in Africa, Asia-Pacific, Europe and Eurasia. I have policy development, analysis and evaluative experience including: - Team Leadership and programme management (project design and implementation and staff, financial resource management) - M&E and reporting experience using results-based logical frameworks and defining/designing impact, outcome and output indicators - Evaluation of international TVET and labour market programmes according to OECD-DAC, UNEG and EU criteria (and using qualitative and quantitative data collection methods and analysis) - Contextual analysis (legal, institutional, finance, stakeholder and decision-making frameworks, procedures and processes). I have led Outreach programs and networks with education and labour market stakeholders including: organising and leading conferences, workshops and webinars, and managing study visits. Areas of expertise include: • TVET, labour market and employment issues • Public/private sector financing (specifically to education, training and labour market) including budget sources (taxes, levy funds - earmarked and non-hypothecated), transfer/allocation mechanisms(formula-based transfers and/or government budget management versus delegation and ex-ante, post-hoc monitoring/audit). • Non-government funding sources (e.g. education and training levies; co-financing mechanisms; tax incentives). • Working and communicating with stakeholders for capacity building and identifying requirements for change (e.g. stakeholder, political economy analyses). • Analysis of labour market statistics and programme results and implications for policy and programme design. (including knowledge of standard LMIS statistics and labour market indicators and their limitations).
