Scott Billy

Scott Billy is a former executive-level public health organization country director with more than two decades of experience in HIV/AIDS, TB, maternal and child health and family planning. Mr. Billy has worked in 27 countries in Africa, Asia and Europe. He has worked with a broad range of stakeholders: US government donors, European government donors, private foundations, UN agencies, African governments and the media. His technical expertise includes strategic planning, advocacy, fundraising, needs assessment, program design, performance framework design, program and grant management, monitoring and evaluation, quality assurance, behavior change communications, marketing, public relations, social marketing, social franchising and clinical services. He has a bachelor's degree from Georgetown University and a master's degree from the Johns Hopkins University. Languages: English (native), French (fluent), Romanian and Italian (basic). He currently owns a South African art gallery in Paris but wants to return to development.
