I conduct internal investigations of various issues including embezzlement, conflict of interest, fraud, and discrimination. I often provide recommendations for public entities regarding prevention of waste, fraud, and abuse. I also have over fifteen years of experience in land use issues, including property ownership and land transfer, eminent domain, zoning, and environmental compliance issues. I draft legal opinions, staff reports, and other documents for meetings of governing bodies, and frequently advise staff and governing bodies. I represent governments in administrative and court matters, and have argued before courts of appeal.
