(1) Analytical, strategic and cross-sector international development professional with nearly 20 years leading financially and technically complex programs in public sector reform, anticorruption, business environment, trade promotion and investment climate reforms, country infrastructure, and IF4D portfolio management – across fragile and/or post-conflict geographies with complex institutions and political economies; (2) Diplomatic and effective interlocutor between and amongst multimillion-bilateral donors (Swiss SECO, UK DFID, USAID), multilaterals (IMF, WB, EU, UN), NGOs, CSOs, economists, local think tanks, government agencies/ministries, policymakers, and diverse actors across the governance, private sector development, energy, transportation, and trade spectrums – from HQ to the field; (3) Experienced leader of cross-functional research teams, data analysts, and public/private partnerships and projects with an outcome focused approach that incorporates technical assistance, capacity building, holistic theory of change, cost benefit/ROI analysis, MEL, and identification of benchmarks, milestones, and needed course corrections to build trust, transparency, accountability, and sustainability; (4) Countries of Work Experience: Eurasia (Tajikistan, Kyrgyz Republic, Armenia, Moldova, Ukraine, Russia, Belarus, Georgia), South Asia (Afghanistan); languages: Tajik/Persian (native), Russian (native), English (fluent), German (elementary).
