I am a Procurement Specialist/Expert with up to 17 years of specific experience in procurement and logistics activities at middle as well as senior level. I have continuously been involved in day by day procurement cycle management for goods, works and consultancy services in both public and international development partners/donors sphere. I am highly familiar with procurement guidelines by the government of Rwanda and development partners/donors notably the World Bank/IDA, KOICA, JICA, China EXIM Bank, EU, BADEA, AfDB and Belgium law (ENABEL). My specific experience includes drafting of procurement manuals, procurement planning, preparations of tender solicitation/ documents/ request for proposals with complete terms of references, technical specifications, and complex evaluation reports, drafting/negotiating of contracts plus contract monitoring thereof, for various works, goods as well as consultancy services tenders as well as skills in logistics and supply chain. I am highly familiar with international best practices in procurement and logistics operations, by training as well as hands on experience. I have over the years gained demonstrated capacity to work under minimum supervision, able to work on tight schedules and have commendable leadership, interpersonal as well as communication skills in a mult-skilled environment. I am computer literate in Ms. Word, Excel, Outlook, Access, Power Point, ERP Software and SAP data management (Basic level), S&OP, etc
