Engr. Voltaire Acosta is an ASEAN (chemical) engineer with 23 years of experience in cleaner production, circular economy, and environmental engineering. He began his career with DOST-ITDI’s cleaner production center and later became the first Environment Program Manager of the League of Cities of the Philippines. He has since held leadership roles in development cooperation, including: • Deputy Team Leader for a waste management project of GIZ • Senior Advisor of GIZ on German-funded greenhouse gas mitigation projects • Deputy Chief of Party for a climate and clean energy initiative of USAID • Project Manager for a Japan-funded marine plastic reduction project of UN-Habitat, and • Consultant to UNIDO HQ (Vienna) on GEF proposals for plastics and electronics circularity In 2024, Engr. Acosta joined the United Nations Development Programme (UNDP) as Deputy Project Manager for the UNDP and DILG co-led €23M Green LGUs component of the €60M European Union-Philippines Green Economy Partnership spearheaded by the DENR.
