Wendy Cuellar

Wendy Cuellar, has focused on human rights, administration of justice, indigenous population's, rights, gender, citizen security, violence prevention, as well as children and youth programs for over 20 years. She worked as National Program Coordinator of the ILO/USDOL labor inspection program ( 2018-2020); Director of international cases of human rights at the Human Rights commission COPREDEH, as well as facilitator of the National Commission for Strengthening Justice, and UNDP Justice and Human Rights Program Officer in Guatemala. As Director of the Secretariat of Social Affairs (SOSEP) and the General Director of the National Council on Adoptions (CNA), she focused on vulnerable populations, especially children. She was Program Officer for Interspaces' regional program on youth in Central America, performing diagnostics and building participatory process of Public Policies for Youth Violence Prevention and action plans in Guatemala, Belize, Costa Rica, and Haiti.; She also served as Director of International Relations for the Human Rights Ombudsman Office. In addition, Ms. Cuellar has provided consultancy services to national and international organizations such as ILO, USDOL, Ibis-Denmark, UNICEF, USAID-IRIPAZ, GIZ, UNDP, IDB, ILO/IPEC, the U.S. Department of Labor, and the World Bank. She is skilled in management by results, monitoring & evaluation, and gender mainstreaming. She has written and served as panelist on issues of justice, violence prevention, children and youth, and peaceful resolution of conflicts. Ms. Cuellar has a master degree in public policy from Universidad Rafael Landivar and a bachelors Degree in law from the University du Quebec in Montreal (UQAM) , Canadá. as well as an specialization in human rights by the Institut International d'Administration Publique -IIAP- of France, and in Social Management for Inter American Institute of Economic and Social Development - IDB- INDES- /INAP. She is fluent in Spanish, English, and French.
