The Ministry of Environment & Forests (MoEF), Government of India is implementing a World Bank assisted project to facilitate implementation of a multi-sectoral National Ganga River Basin Authority (NGRBA) programme in the five States of Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. The NGRBA is responsible for planning, financing, monitoring and co-ordination of activities for effective abatement of pollution and conservation of the river Ganga. The major objectives of the NGRBA are to maintain the desired water quality in Ganga and to ensure minimum ecological flows, especially in the critical stretches. A Project Management Group (PMG) has been set up under the MoEF to co-ordinate & implement at the national level the various activities of the NGRBA programme, including those supported under the World Bank assisted National Ganga River Basin Project. Also, State-level PMGs (SPMGs) are being set-up by the respective State Governments to co-ordinate & implement the NGRBA program activities at the State level. Investment proposals will be prepared and implemented by a variety of executing agencies selected by the SPMGs. 2. MoEF is seeking Technical Support Consultancy (TSC) services from reputed/experienced organizations/firms to support the SPMGs in the 5 States. While the TSC will be hired centrally by the PMG, its services would be aimed at assisting the 5 SPMGs. The same TSC will support all 5 states.

2. MoEF is seeking Technical Support Consultancy (TSC) services from reputed/experienced organizations/firms to support the SPMGs in the 5 States. While the TSC will be hired centrally by the PMG, its services would be aimed at assisting the 5 SPMGs. The same TSC will support all 5 states.

3. Scope of Work: The TSC would be responsible for the following:

Guiding, facilitating and supporting the SPMGs in getting the Feasibility Reports (FRs) and Detailed Project Reports (DPRs) for various investment proposals prepared by the executing agencies as per NGRBA Guidelines. The NGRBA’s infrastructure investments programme will cover investments in wastewater management, industrial pollution control, solid waste management and river front management in the 5 states, and the total amount of first phase investments is expected to be approx. Rs 4500 crores. The largest fraction (60-70%) of investments will be in the wastewater management sector.

Providing the required assistance to the SPMGs for reviewing and improving the quality of FRs and DPRs prepared by the executing agencies, before they are submitted to the PMG for sanction.

4. The Technical Support Consultants (TSC) to the PMG would consist of a team of specialists, led by a Team Leader. The assignment would initially be for a period of 3 years, subject to satisfactory performance review at the end of first and second years, and could be extended for a further period of 2 or 3 years based on performance and mutual agreement.

5. MoEF invites ‘Expression of Interest’ (EOI) from consulting firms to indicate their interest in providing services for above mentioned consultancy support. The interested firms must provide information indicating their past experience in related sectors, experience of key personnel and financial strength to perform the services under the following heads:
(a) Past Experience of the firm
  • Number of years’ experience
  • Past Experience of work of similar nature-no of projects in the area in the immediate past i.e. 3-5 years
  • Past experience in carrying out work in related sectors
  • Experience of working with government

    (b) Experience of Key Personnel
  • Qualifications
  • Relevant Experience including their participation in the projects referred above

    (c) Financial Strength of the Consultant
  • Turnover figure of Last three years
  • Value of contracts in the area of expertise requested
  • Net Profit figure for Last three years

    (d) Name of the Associates, if any

    Specifically, the firms should provide information showing their experience in the design, documentation and implementation of similar investments, and in particular of large scale municipal services infrastructure. Consultants may associate or form joint ventures with other firms to enhance their qualification. Consulting firms shall be selected in accordance with the procedure of the World Bank procurement guidelines ”Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised 2010 available at www.worldbank.org/procure.

    Interested Consultants may submit ‘Expression Of Interest’ in an envelope clearly superscripted as “Expression of Interest for the Technical Support Consultant For NGRBA Project” in one original and five copies to Project Officer (Procurement), National Ganga River Basin Authority (Project Management Group), First Floor, Mini Shopping Complex, NBCC Place, Lodhi Road, New Delhi- 110003 within one month form the date of publishing (01-05-2011).
