Job Description

Democracy International (DI) is seeking a qualified Chief of Party for a multi-year good governance and service delivery program in Zambia.

USAID/Zambia is seeking a contractor to implement the Accountable Governance for Improved Service Delivery (AGIS) Project. This 5-year program will serve to improve service delivery and accountability by strengthening procurement, audit, and internal control functions in targeted ministries. These ministries include Health, Community Development, Mother and Child Health, and Education. Proposed activities are supported by analyses within the sector and findings from the Public Financial Management Risk Assessment Framework (PFMRAF) conducted recently by USAID Zambia.

DI is currently seeking a senior-level Chief of Party who will be responsible for leading and managing the overall good governance and service delivery program. S/he will work closely with USAID/Zambia, relevant stakeholders in Zambia including the Zambian government, and DI’s Home Office to implement the good governance activity.

Job Responsibilities

  • Lead and manage technical work related to program design, implementation, and management;
  • Supervise technical staff to ensure effective implementation of administrative and financial procedures compliant with DI and USAID policies;
  • Develop regular reports and ensure quality control and the overall responsiveness of deliverables under the contract;
  • Represent DI externally at meetings, workshops, and other events;
  • Act as a key liaison with the Government of Zambia and USAID offices in Zambia and Washington, DC in the areas of oversight, reporting, and compliance.

Required Skills and Qualifications

  • A master’s degree in a sector relevant to political science, sociology, economics, public policy, or related science;
  • At least twelve years of relevant good governance and capacity building experience;
  • Significant expertise in designing, implementing and/or managing good governance and service delivery projects;
  • 6+ years of management and supervision experience, including demonstrated proficiency in the field of people and project management, as well as strategic planning, and building long-term program sustainability;
  • Strong interpersonal/diplomatic skills, including demonstrated success in developing collaborative working relationships with counterparts, including other implementers and international donors;
  • Strong team management and supervisory skills;
  • Demonstrated success in working with a cross-cultural team;
  • Fluency in English and strong technical writing and communication skills;
  • Proficiency in Bemba or Nyanja preferred; and
  • Experience working in Zambia strongly preferred.
