Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide.

This position is located in the Planning and Sourcing Support Section (PSSS) of the Supply Chain Service at the United Nations Global Service Centre, Brindisi, Italy.

The Logistics Officer is under the general supervision of the Chief Supply Chain Service.

Responsibilities

Within delegated authority, the Logistics Officer will be responsible for the following duties:

  • Provides effective and timely planning, oversight, management and coordination of logistics support operations.
  • Integrates and monitors the implementation of logistics support plans at assigned field missions.
  • Develops strategies and design innovative solutions, in coordination with Procurement Section, for the implementation of the Mission acquisition plan, taking into account different sourcing options, including global and regional system contracts, local market and other conditions, logistics forecasting, inventory holdings, consumptions patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements.
  • Develops policy and procedures documentation for DOS field logistics support.
  • Liaises between field missions and Headquarter staff on logistics matters and coordinates day-to-day support of logistics operations.
  • Plans and co-ordinates logistics support to new, sustaining, expanding, contracting and liquidating peacekeeping operations and other field missions and other peacekeeping operations.
  • Serves as a senior acquisition planning expert with responsibility for the development and management of the acquisition plan of various services and commodities (e.g. vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, office supplies, furniture and fixtures, accommodation and office equipment, etc.), including planning and coordination of transportation requirements and consolidation of inbound deliveries, service contracts requirements and maintenance plans of assigned services, taking into account the different procurement methods, lead times and sourcing options available to the Mission.
  • Integrates and monitors the implementation of the Mission acquisition plan; coordinates with counterparts in other Missions on items availability prior to making decision to acquire new items either for replacement or additional requirement.
  • Participates in or leads technical survey missions and verification missions to troop contributing countries.
  • Ensures the monitoring of DOS material and personnel movement operations.
  • Ensures that logistics requirements take account of gender-specific needs.
  • Plans, develops, review and evaluates internal controls over acquisition activities and support functions.
  • Assumes responsibilities of Certifying Officer.
  • Mentor new/junior officers.
  • Performs other related duties as required.

    Education

    Advanced university degree (Master’s degree or equivalent) in Supply Chain Management, Logistics, Business Administration, Public Administration, Engineering, Procurement or other relevant field is required.
    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification

    Certification in SCOR-P is required.

    Professional certification in supply chain management (CSCP or equivalent) is desirable.

    Professional certification in forecasting & planning (CPF or equivalent) is desirable.

    Professional certification in project management (PRINCE II Foundation or equivalent) is desirable.

    Work Experience

    A minimum of seven (7) years of progressively responsible experience in supply chain management, logistics, acquisition planning, procurement, or related area in an international environment is required.

    Experience with MRP (Materials Requirements Planning), ERP (Enterprise Resource Planning), e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English (both oral and written) is required.
