The Lead Voucher Examiner (USAID) is a member of Belgrade, Serbia’s Payment team. Lead Voucher Examiner serves as the main assistant to the Supervisory Voucher Examiner in leading the voucher section, consisting of 4 Voucher Examiners (VEs) and 1 Financial Assistant (FA). The Lead Voucher Examiner reports to the Supervisory VE and is the primary person responsible for providing guidance and mentoring to VEs and FA, as necessary. The Lead Voucher Examiner is a senior level position and requires in-depth knowledge of financial management regulations related to all payment types. The Lead Voucher Examiner works closely with the Supervisory VE, assists in defining vouchering policy and provides processing support to the overall USAID Serbia Mission and Middle East Regional Platform in Frankfurt (MERP). The incumbent provides a full range of payment services to USAID/Serbia and USAID MEPR’s client Missions and operating units: Middle East Regional Program (MERP), Overseas Support Office (OSO), Inspector General (IG), Syria Transition Assistance Team (START), Libya, Tunisia, Lebanon, Yemen, and Iraq. In addition, the incumbent must process all claims for payment against contracts and grants used to implement these programs, program support, and operational expenditure activities. As a member of the Payment team, the Lead Voucher Examiner ensures that his/her performance provides excellent customer service, demonstrates professionalism, and a commitment to USAID’s financial oversight priorities.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
1. Education: Minimum of University bachelor’s degree in a business-related field or social studies is required.
2. Prior Work Experience: Minimum of five years of progressive experience in bookkeeping, voucher examination, payment processing, or accounting is required, at least two years with an international organization
3. Language Proficiency: Level IV (fluent) oral and written English and Serbian is required.
