Job Description

Democracy International (DI) is seeking to hire a Digital Democracy Specialist for the anticipated four-year Advancing Digital Democracy Activity in Serbia funded by USAID, with the potential for this timeline to be extended. The purpose of the planned activity is to foster and strengthen open, secure, safe, and inclusive, democratic ecosystems in which data-driven technologies advance, rather than undermine, democratic values and respect for human rights, including the rights of marginalized populations. Through this Activity, USAID will support stakeholders in addressing and/or building resilience to digital repression and supporting rights-respecting digital transformation and growth of the digital economy. This will be a full-time position based in Belgrade, Serbia and will be contingent on award and funding. This position is only open to Serbian citizens.


Essential Job Duties:

The position’s responsibilities will include:

Programmatic

  • Provide technical expertise across multiple technical sectors, such as digital development, policy and strategy, democracy, digital rights, digital inclusion, and/or digital transformation;
  • Assure that all assistance provided is technically sound and appropriate to meet activity objectives;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s agreement with USAID and with internal reporting requirements;
  • Represent DI externally at meetings, workshops, and other events relating to digital citizenship and digital technology; and
  • Help develop partnerships and collaboration opportunities with private sector partners in the digital space.


Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts in Serbia and around the world.


Qualifications:

  • A Master’s degree (or higher) and 5 years’ work experience, or work experience of 7 years in lieu of an advanced degree, working on relevant technical sectors, such as digital development, policy and strategy, democracy, digital rights, digital inclusion, and/or digital transformation;
  • Minimum of 5 years of experience with USAID compliance and reporting requirements;
  • In-depth familiarity with, understanding of, and ability to successfully navigate within the Serbian context preferred;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, and team members; and
  • Professional fluency in English is required, knowledge of Serbian or South Slavic languages is preferred.
  • This position is only open to Serbian citizens.


Reporting:

  • This position reports to the Chief of Party
  • Direct reports may include members of the DI Serbia Team
