Progress assessment of the budget support programme to the Employment and Technical and Vocational Education and Training Reforms
Objectives:
The general objective of this contract is to contribute to the success of the Employment and TVET reforms in Jordan.
Specific objectives are to develop a clear assessment of progress of Jordan’s implementation of developments/reforms in the anticipated fields, and specifically:
- Collect all relevant compliance documents concerning the achievement of the general and specific reform benchmarks related to the Sector Budget Support (SBS) programme and to provide guidance on obstacles and outstanding issues;
- To analyse factually the conformity of the compliance documentation obtained as foreseen in the Technical and Administrative Provisions (TAPs) of the SBS Support programme;
- To provide a report on progress over the reporting year and to review technically the progress made by the Jordanian authorities in the implementation of the reform;
- To contribute to maintain a high level of clarity, and a shared understanding by all stakeholders, regarding the steps required to ensure the relevant tranche releases for reform benchmarks met;
- To provide a solid evidence basis and recommendations to support justification for further disbursement of funds;
- To review status of the EU support, complementary to the sector support component of EUR 29 Mln, and provide guidance on the outstanding needs in this regard.
Profiles:
Education:
- Advanced university degree in economics, education, sociology, administration or other relevant subject, or as equivalent a university degree and three years of relevant experience in addition to the minimum general professional experience specified below.
General professional experience:
- At least 10 years experience in the sector(s) directly related to the lot;
- A high degree of competence in drafting reports, well structured and in a consistent and concise manner (sample of a report delivered earlier by each expert to be annexed to the offer as means of verification);
- A full range of computer skills; the expert will be expected to be travelling with a laptop, and must be easily contactable by email while on mission.
Specific professional experience:
- Experience in evaluation of development cooperation programmes;
- At least one expert should have knowledge of, and experience in, direct budget support programmes, particularly EC-funded programmes including experience in monitoring and evaluation of such programmes and in developing justification for disbursement of Budget Support funds;
- At least 6 years of relevant experience related to Employment and/or TVET development programmes including in non-EU middle income or low income countries.
Language skills:
- Excellent written and spoken English.
Desirable experience:
- Experience in TVET planning/statistics (asset);
- Experience in TVET policy development (asset);
- Experience as team leader (asset)*.
