Job Description

We are looking for a Team Leader, for the project “Capacity Development of TVET Institutions in M&E by Piloting the M&E Framework” with 45 working days on site in Pakistan and 41 working days remote

PROJECT BACKGROUND

The project “Capacity Development of private sector stakeholders for industry engagement in TVET” is jointly financed by the EU and the German Federal Ministry for Economic Cooperation and Development (BMZ), and executed by GIZ. The GIZ TVET Sector Support Programme aims to support the development of Pakistan’s TVET sector and help graduates of demand-oriented training courses and jobseekers to find jobs in growth sectors.
This project specifically focuses on strengthening the M&E system which will enable TVET institutions to make informed management decisions by using Key Performance Indicators tracked through integrated M&E approaches. For this, Monitoring & Evaluation Tools and Manuals will be developed, and the capacity of TVET management staff will be strengthened to make use of primary data.

MAIN TASKS

· Take overall responsibility for the Helvetas’ advisory packages

· Coordination and liaison with TVET national and provincial partners and making joint plans with these public sector bodies for the implementation of activities.

· Liaising with GIZ TVET SSP project staff as well as with government and private sector partners.

· Providing strategic guidelines and technical inputs to the expert team.

· Ensuring the coherence and complementarity Helvetas’ services with other services delivered by the project at local and national level

· Design, implementation, monitoring and evaluation of capacity development measures for local partners in the areas of M&E system development and implementation

· Responsibility for taking cross-cutting themes into consideration (for example, gender equality)

· Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts

· Ensuring that monitoring procedures are carried out

· Regular reporting in accordance with deadlines

· Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ

· Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase

· Organisation and management of the exposure visit for TVET sector personnels

· Evaluation of the exposure visit by assessing its effectiveness and reporting

YOUR QUALIFICATIONS

· Education/ Training: Master’s degree in business administration, Social Sciences or Project management

· Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages

· General professional experience: 10 years of overall professional experience in projects in education and/or economic development sectors

· Specific professional experience: 5 years of professional experience in monitoring and evaluation of projects in TVET sector

· Leadership/management experience: 3 years of management experience in projects, companies or other organizations with disciplinary leadership
responsibility for 5 people.

· International professional experience outside the country/region of assignment: 3 years of professional experience in EU region, outside the country of assignment

· Professional experience in the country/ region of assignment: 1 year of professional experience in the country of assignment Pakistan (in accordance with UN DESA Statistics Division)

· Development cooperation (DC) experience: 5 years of experience working in DC projects
