Job Description
BMB Mott MacDonald is urgently looking to fill the position of Team Leader for the Project Bangladesh INSPIRED: Technical Assistance for the Capacity Building of the National SME Support Infrastructure and the Preparation of the Bangladesh National SME Development Strategy as well as the Management of the SME Competitiveness Grant Scheme, Components 1 and 2b.
Bangladesh INSPIRED is a Programme funded by the EU and the Government of The People’s Republic of Bangladesh. The Contracting Authority is the Ministry of Industries, which is the main beneficiary. Other Beneficiaries are the SME Foundation and the Bangladesh Bank. The Programme is aimed at supporting the development of SMEs (Small and Medium-sized Enterprises) in Bangladesh. There are three teams working on the Programme and the Components 1 and 2b wishes to employ a Team Leader for 12 months starting April 2015 and contract ending in November 2016.
The tasks of the Team Leader will be to support the SME Cell (SMEC) of the Ministry of Industries (MoI) and SME Foundation (SMEF) to:
- Lead the process of consulting stakeholders to validate the draft National SME Development Strategy for Bangladesh and Action Plan. Assist in revising and finalizing the draft. Liaise with key beneficiaries to keep them engaged in the process to ensure ownership of the strategy.
- Prepare a State of the SME sector report (June 2015), building on the knowledge already in existence from work done in 2013 and 2014 (including a survey of 1,200 manufacturing SMEs)
- Support the organizational development of the two entities, the SME Foundation and SME Cell of the Ministry of Industries and assist the Institutional expert to develop ODS; develop training plan, hire trainers and organise learning/ training programmes to implement ODS
- Closely work with the staff of SMEF and SMEC in designing SME awards by establishing processes for selection, judging and awarding;
- With support from Networking and Public Awareness Expert, coordinate with all three component’s team members to prepare and publish quarterly newsletter of INSPIRED;
- Coordinate with all INSPIRED team and regularly report to EUD on progress of work; coordinate with team members and prepare approval requests as needed to use funds from INSPIRED’s Incidentals Budget; maintain strong and effective liaison with EUD;
- Maintain effective liaison with Mott MacDonald Dhaka office to recruit STEs as needed;
- Coordinate with donors and keep them informed on INSPIRED and SME development;
- Produce brief monthly progress reports, and six-monthly Progress Report for the EUD;
- Write final ‘Project Completion Report’ in November 2016.

QUALIFICATIONS ANS SKILLS
- University diploma related to business or public sector management, economics or a comparable field.
- Fluent in written and spoken English; knowledge of Bangla is an advantage.
- Excellent written and spoken communication skills.
GENERAL PROFESSIONAL EXPERIENCE
- Demonstrated experience in providing institutional development experiences with SME organizations/entities.
- General knowledge of SME development: policies and strategies.
- Experience in drafting and developing SME strategies.
- Experience in identifying experts to support strategy development.
- Experience in providing capacity development to national SME agencies.
- Excellent communication skills and able to work with different stakeholder showing sensitivity to local conditions.
- Proven Team Leader experience.
- Familiarity with grant oversight and monitoring.
- Experience in India, Turkey, Indonesia, Central Europe by working with SME organizations in those countries would be highly an advantage.
SPECIFIC PROFESSIONAL EXPERIENCE
- At least 10 years’ experience in SME development of which at least 5 years gained in a senior position within a national SME development agency or government ministry in which he/she was responsible for strategic planning of SME development.
- Experience in institutional capacity development and skills transfer projects.
