Education Advisory Panel Overview

Abt Associates is standing up an education advisory panel designed to ensure Government of Papua New Guinea and Government of Australia have access to expert policy and implementation services to support the delivery of the Partnerships for Improving Education (PIE) program.

The objectives of the Education Advisory Panel are to:

· Give the Government of Papua New Guinea and Government of Australia access to high quality advice to strengthen the Australian development program’s impact.

· Provide advice within agreed time frames. Tasking will vary and may include:

    • Providing technical advisory services on among other aspects: policy development; program design; education sector governance and associated public financial management; risk management.
    • Activity design and development.
    • Strategic analysis to inform future program direction and/or that of respective activities within the program.
    • Program review missions.
    • Short-term deployments to Papua New Guinea to support national and provincial education authorities and stakeholders
    • Desk reviews of program documentation.
    • Delivering training and reporting on various elements of the program in Papua New Guinea nationally and/or sub-nationally.

Partnerships for Improving Education - Short Term Advisor Criteria

The Technical Specialists should have, as minimum:

a. At least ten years of experience providing education technical assistance in developing and/or fragile contexts at either primary and/or secondary levels. Note, Experience in Papua New Guinea is an advantage.

b. Excellent written and oral communication skills.

c. Demonstrated experience in working with partner governments particularly at sub-national levels in remote and/or challenging environments.

d. Have advanced theoretical and applied-knowledge of their field. Categories of expertise are listed below.

e. A strong understanding of, and preferably experience with, working on Australian Government funded education development programs and a working knowledge of development issues in the Papua New Guinea.

f. Be available at short notice for inputs ranging from 0.5 – 5 days over the next 12 months.

· Appointment to the panel does not constitute as a commitment of engagement.

· Rates are fixed – there will be no negotiating for any individual above these rates.
