Job Description

Abt Global is seeking a suitably qualified individual to fill the role of Procurement Manager, funded by the Australia - Papua New Guinea Economic Partnership (APEP) Program. This role is based in Port Moresby, Papua New Guinea and is open to PNG Citizens.

About the Program

Abt PNG Management Services supports four Abt programs based in PNG. This Shared Services Platform supports the six programs triaged and prioritised based on risk.

The six programs include:

  • Australia PNG Economic Partnership (APEP)
  • Australia PNG Subnational Program (APSP)
  • PNG-Australia Transition to Health (PATH)
  • PNG Partnerships for Improving Education (PIE)
  • PNG Women Lead (PNGWL)
  • PNG Institutional Partnerships Program (PIPP)

The Abt PNG Management Services departments support the delivery of the above mentioned Abt Programs through corporate services functions across seven teams including Finance and Travel, People and Culture, Procurement, Grants Management, Legal and Contracts, ICT, Facilities and Logistics and Safety and Security.

About the Opportunity

The Procurement Manager will undertake procurement activities in a high volume and often high-pressure environment. The Procurement Manager will work closely with the Finance and Contracts teams to ensure quality, compliant end-to-end procurement activities. The role sits in the Procurement team and reports to the Senior Grants and Procurement
Manager.

About You

  • Experience working in a high-volume and high-pressure work environment.
  • Demonstrated high-level knowledge of procurement in a complex large program environment (preferably in the international development context).
  • Demonstrated ability to implement procurement procedures that support value for money, efficient, effective, economical and ethical procurement, and accountability and transparency of operations in line with the Australian Commonwealth Procurement Rules and relevant policies and procedures.
  • High-level written and verbal communication skills, and organisation and administration skills.
  • High-level attention to detail in meeting multiple deadlines ensuring consistently high-level work output and quality.
  • Experience producing key performance reports and data.
