Abt Global is seeking a highly qualified individual to fill the role of Senior Grants Coordinator for the Accelerated Immunisation and Health System
Strengthening Program Phase 2 (AIHSS2) under the PNG Australia Transition to Health (PATH) Program. This role is based in Port Moresby, Papua New Guinea.

About the Program

The PNG Australia Transition to Health (PATH) is a 6-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.
  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH provides governance, contractual oversight and operational support to AIHSS2, a 4-year program (2024–2027) funded by the Governments of Australia and New Zealand, and Gavi, the Vaccine Alliance.

AIHSS2 End of Program Outcomes (EOPOs) align with PATHs EOIOs to increase capacity of PHAs/BDoH and improve delivery of essential health services and include:

  1. PHAs/BDoH increase vaccination coverage through integrated service delivery in selected provinces and decrease the number of children receiving no vaccines.
  2. PHAs/BDoH planning and public financial management capabilities and practices are strengthened.
  3. PHAs/BDoH embed gender equality, disability and social inclusion principles in routine immunisation to increase equity and reach of routine immunisation in service delivery.

AIHSS2 aims to increase access to quality and affordable health services and strengthen health systems. AIHSS2 provides support to PHAs/BDoH to improve the reach of routine immunisation services and increase immunisation coverage of target populations and strengthen financial and governance processes to transition provinces that are funded through non-government organisations to receive funds directly and become direct recipients of grant funds.

About the Opportunity

The Senior Grants Coordinator will support the AIHSS2 Program Lead to provide administrative support to strategic programming for the effective management and implementation of the grant. The position will provide overarching support and coordination to the AIHSS2 Team. Key components include:

  • Coordination and operational management support of the AIHSS2 grants portfolio
  • Support the team to review and/or develop quality narrative reports from grantees, workshops and special projects
  • Support the team to complete required documents and update and maintain internal grants management trackers and databases
  • Provide secretariate support to the Program Lead for internal team meetings, client meetings and partners meetings

About You

For applications to be considered, a response to the key selection criteria below must be provided.

  • Relevant post graduate qualifications (desired)
  • Experience in grants/program coordination and management, including administration
  • Experience in partnering and coordinating activities with a team of Program Managers and key stakeholders
  • Strong analytical and writing skills including the preparation of minutes, reports, and briefs for internal and external stakeholder audiences
  • Ability to work effectively in a fast-paced and changing environment and to handle multiple tasks and demands, and establish priorities
  • Excellent computer proficiency, particularly in MS Office
