Abt Global is seeking a highly qualified individual to fill Public Financial Management Specialist, Accelerated Immunisation and Health System Strengthening Program, Phase 2 (AIHSS2) role on the PNG Australia Transition to Health (PATH) Program. This role is based in Port Moresby, Papua New Guinea and open to PNG citizens only.

About the Program

The PNG Australia Transition to Health (PATH) is a six-year (2020-2026) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development and managed by Abt Global. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions. 

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH provides contractual oversight and operational support to AIHSS2, a 4-year program (2024–2027) funded by the Governments of Australia and New Zealand, and Gavi, the Vaccine Alliance.

AIHSS2 End of Program Outcomes (EOPOs) aim to increase capacity of PHAs/BDoH and improve delivery of essential health services and include:

  1. PHAs/BDoH increase vaccination coverage through integrated service delivery in selected provinces and decrease the number of children receiving no vaccines.
  2. PHAs/BDoH planning and public financial management (PFM) capabilities and practices are strengthened.
  3. PHAs/BDoH embed gender equality, disability and social inclusion principles in routine immunisation to increase equity and reach of routine immunisation in service delivery.

About the Opportunity

AIHSS2 aims to increase access to quality and affordable health services and strengthen health systems. AIHSS2 provides support to Provincial Health Authorities (PHAs) and Bougainville Department of Health (BDoH) to improve the reach of routine immunisation (RI) services, increase immunisation coverage of target populations and strengthen governance and public financial management systems.

Under AIHSS2, 2 PFM Specialist positions will form part of the existing AIHSS2 team based in the PATH Port Moresby office and work very closely with the Extended Program of Support to the Health System Improvement Program (EPSHSIP) Project Lead and Finance and Planning Advisor. The PFM Specialists will form part of the AIHSS2 PFM Help Desk which will function as a centralised support unit to expedite PFM-strengthening activities to meet the targets set out in the Corrective Action Plans (CAPs).

About You

For applications to be considered, a response to the key selection criteria below must be provided.

  • Tertiary qualifications in business management, financial management, public policy or administration, or related discipline
  • Minimum of 5 years in a senior finance, corporate or program management role; experience in the Health Sector or Provincial Health Authority would be highly regarded
  • Strong understanding and comprehensive working knowledge of PFM system and processes (from policy development, planning, budgeting, procurement, account management, reporting, audit)
  • Good written communication with demonstrated experience in preparing high quality reports and policy documents for various stakeholders
  • Comprehensive working knowledge of Microsoft excel with demonstrated analytical skills and use of financial reporting tools
  • Strong presentation and engagement skills as demonstrated through the facilitation of training and presentations to a wider and diverse audience.
  • Ability to lead, influence and work effectively and collaboratively as a team to meet deadlines
  • Effective time management, with proven delivery of activities and reports on schedule
