About TSSP Phase 3
The PNG–Australia Transport Sector Support Program Phase 3 (TSSP3) is a critical, high-priority Australian investment that stands to make a major contribution to PNG development outcomes.  

Working closely with the Government of PNG (GoPNG), TSSP3 will build on the significant body of achievements, lessons, and relationships from the past 17 years of operation and will continue to contribute to the achievement of the overarching goal of:   

‘A more effective, efficient, and inclusive transport system, enabling the economic and social development of PNG.’

Gender Equity, Disability Equity, and Social Inclusion (GEDSI) and Social and Environmental Safeguards, Locally Led Development (LLD), Climate Change and Disaster Resilience (CCDR) and Monitoring, Evaluation, Research, Learning and Adapting (MERLA) are a key focus for the program and are integrated into all of TSSP3’s activities and operations.   

This phase of TSSP3 will run from November 2023 to November 2028.  

The Role

The Team Leader (TL) will provide strategic leadership and management of the program and ensure annual program objectives are met. The Team Leader will be responsible for managing a large team (comprising international and locally engaged personnel in a range of advisory, technical, capacity building and administrative roles), undertaking high-level representation and communication with stakeholders, and ensuring program quality and accountability. 

The Team Leader regularly and proactively communicates with the client (DFAT at the Australian High Commission (AHC) in Port Moresby and the Australian Infrastructure Financing Facility for the Pacific (AIFFP)), the Contractor Representative, and Government of PNG (GoPNG) stakeholders. They will be responsible for building and maintaining relationships with key stakeholders across the PNG transport sector.

The Team Leader is responsible for the overall performance of the TSSP team and contractors and the quality of program deliverables and outcomes.

About You

  • Relevant tertiary and post graduate qualification applicable to transport, infrastructure, economics or international development.
  • A minimum of 15 years’ relevant work experience with international development activities either with a donor, managing contractor or as a technical adviser 
  • Exceptional leadership skills with the ability to lead and manage technical advisers and other specialist experts critical to the program’s performance 
  • Proven ability to foster and develop strong relationships with Government of PNG counterparts and manage complex stakeholder relationships 
  • Excellent written and verbal communications skills, including the ability to convey complex information in a manner easily understood by non-experts 
  • Experience working in Papua New Guinea or the Pacific or similar developing country context.
  • Knowledge and / or experience of applying GEDSI and safeguards.
