Proposal Objective:

SI is pursuing a five-year USAID Ethiopia Highlands Resilience Platform for Adaptive Learning (R-PAL) Activity to lead learning within USAID’s $740 million Transitioning into Graduation through Enhanced Resilience (TIGER) Project. The primary purpose of the Highlands Resilience Platform for Adaptive Learning (R-PAL) is to lead learning within USAID’s TIGER Project. R-PAL will enable TIGER’s collective impact serving as a coordination focal point and streamlining collaboration across its partners, and providing relevant research to the TIGER Learning Agenda. The project will have 4 Objectives:

  • Objective 1: Collaboration and coordination among USAID Ethiopia Highlands Resilience partners and investments is established and facilitated to support collective impact.
  • Objective 2: Highlands resilience investments are informed by learning, evidence, and research.
  • Objective 3: Adaptive management processes and solutions for USAID Highlands Resilience investments are adopted and employed towards evidence-based program iteration (and ingrained in the Partnership’s culture).
  • Objective 4: Innovation within USAID’s Highlands programming drives early adoption and scaling of new rigorously tested approaches.

Position Description:

SI is seeking a full-time Adaptive Management Director with experience leading adaptive management processes and building capacity in partners to embrace change. This position will report to the Chief of Party, to be based in Addis Ababa for the duration of the contract.

Anticipated start date would be fall 2021.

Responsibilities:

· Lead R-PAL’s support to adaptive management processes and solutions in coordination with partners to ensure integration at the national, regional, and woreda level

· Oversee capacity building of partners to increase relevant knowledge and skills and enhance organizational change readiness for programmatic adaptations.

· Collaborate with partners to ensure use of data-driven programmatic adaptations.

· Lead program leaning activities to inform decision making.

Qualifications:​

· Minimum of a Master’s degree in a related field.

· 10 years or more experience in leading adaptive management and learning approaches with USAID, USG and development clients and partners.

· Experience and strong results in designing, implementing, and assessing the effectiveness of capacity building interventions and/or organizational development interventions.

· Demonstrated experience in leading collaborative, dynamic, and multi-cultural teams.

· Excellent communication and interpersonal skills, with the ability to establish relationships with diverse stakeholders.

· Knowledge of USAID’s CLA Framework and practices or another organizational learning framework and experience translating that framework into practical solutions for implementing partners and other stakeholders.

· Strong preference for candidates with experience in resilience, agriculture, or food security area.

· Fluency in English is required.
