The Administrative Assistant (Rover) is located in the Office of the Director, USAID/Philippines. S/he serves as interim or roving Administrative Assistant to Mission offices, as assigned. S/he reports administratively to the Administrative Assistant to the Mission Director for assignment. When serving on assignment as an Office Administrative Assistant, day-to-day supervision will be from the appropriate Office Director or the designee. The Administrative Assistant performs work to fill in during staffing gaps and assist with special assignments and or taskers for varying periods of time. S/he performs various administrative duties to ensure that the administrative functions in the office are efficiently delivered. These responsibilities include but are not limited to: office management and coordination, scheduling/organizing meetings, timekeeping, travel arrangements, drafting correspondence, preparation of reports, and records management. The Administrative Assistant (Rover) may perform other office functions appropriate for their training and grade level.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION To be considered for this position, offerors must meet the following minimum qualifications:
a. Education – Two or more years of post-secondary schooling in Secretarial Science or Business Administration, or other related field equivalent to a US junior college or community college diploma, if education was acquired in the U.S. OR its equivalent of completion of a four-year college degree in Secretarial Science or Business Administration, or other related fields, if education was acquired in the Philippines. Note: Additional education may NOT be substituted for experience.
b. Prior Work Experience – A minimum of two (2) years of administrative, secretarial, clerical experience with a United States Government (USG) Agency, a Non-Governmental Organization, other donor organizations, Philippine Government Organizations, or private sector institutions/organizations where English language is routinely used in the workplace is required. Note: Additional experience may NOT be substituted for education.
c. Language Proficiency/Communication Skills – Level IV (advance professional proficiency) language proficiency in English and in Tagalog (local language) in speaking, reading, and writing is required, to be able to communicate effectively with USAID staff and external contacts at various levels.
d. Job Knowledge – The Administrative Assistant should be familiar, or able to quickly become familiar with Office/Division responsibilities and activities and possess a general knowledge of standard office procedures and practices. The Administrative Assistant should have the ability to develop an understanding of USG file management, mail handling, and correspondence formatting.
e. Skills and Abilities – Must have very good organizational and planning skills and the ability to multi-task. The Administrative Assistant must be proficient in keyboarding and in operating computers with standard software, including Google Workspace, Microsoft Office, and other software programs as designated. S/he must be proficient in using the internet and e-mail.
