Job Description

Chemonics seeks an Assistance, Advisor to join the Risk, Finance, and Compliance (RFC) Division. The Advisor develops and delivers tools, training, and guidance on cooperative agreements to support division, business unit, (BU) and project office staff. The Advisor empowers and enables BU teams, and project offices to implement cooperative agreements in accordance with applicable United States Government (USG) regulations as well as Chemonics’ policies and practices. The Advisor has a particular focus on capacity building and training of Chemonics staff on cooperative agreement guidance and best practices, especially for support divisions, BUs, and New Business Teams. Responsibilities Include:

  • Provides leadership to ensure Chemonics has appropriate risk-based systems in place to apply for and manage prime assistance mechanisms including cooperative agreements and grants. This includes reviewing key Chemonics USG policies and systems to determine adjustments to be made to implement assistance awards. This position includes a large capacity building element to promote capacity building within the BUs, project offices, and also within the Contracts and Compliance Department on assistance related policies, regulations, and best practices for implementation.
  • Develops strategies and systems to respond to BU and other corporate requests for assistance, providing information and interpretation on complex assistance topics related to prime award assistance mechanisms and regulations and policies, procedures and management, cost, pricing, and billing issues.
  • Mitigates risk to the BU by ensuring all prime award assistance agreements are fully compliant with USAID and federal regulations as well as Chemonics’ policies and procedures; and by reviewing RFAs, and new awards to provide comments, questions, and strategy guidance.
  • Ensures that BU staff are in compliance with prime award regulations and Chemonics’ accounting and personnel policies by reviewing key documents that require review per the corporate authorities and document review matrix which may include subawards, contracts, security-related agreements, teaming agreements, and other documents. Provides hands-on expertise to determine key risk factors in accordance with Chemonics risk management framework. Develops and maintains a system for capturing, documenting, and sharing best practices. Creates templates for assistance work throughout the lifecycle from the application stage throughout implementation and close out. Provides guidance on their use. This includes adding to the existing base of knowledge to create a holistic approach to managing cooperative agreements from responding to a Notice of Funding Opportunity (NOFO), managing the prime award and subawards, to award closeout.
  • Develops and provides training and guidance to staff on compliance issues throughout the award life cycle, including subrecipient management and monitoring, audit guidance, and cost share requirements and compliance for sub awardees, and subrecipient close out.
  • Provides advice, guidance, and tools for articulating and managing Chemonics internal cost share requirements and compliance for sub awardees. This includes conducting a regular review of cost share documentation for projects with cost share
  • Reviews and provides comments on work products, providing input to procedures, processes, reports and other documents. Provides routine reviews and responses for queries sent to the Cooperative Agreement listserv.
  • Oversees and develops new corporate policies and procedures as needed, develops the Global Quality Management System (GQMS) guidance and provides improvements and revisions to existing procedures and documents in the Global QMS.
  • Serves as an expert in the latest trends and best practices in U.S. government assistance; demonstrates understanding of the interdisciplinary nature of international development; and applies understanding to problem solving, strategy plans and programming decisions.
  • Maintains and expands professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies and Chemonics practice networks.
  • Generates ideas and appropriate approaches to analyze complex organization problems, identifying solutions that support value creation and improvement.
  • Serves on new business teams to ensure compliance at the proposal stage including reviewing and providing input to proposal cost notes at red team. Undertakes new business line and mentorship roles such as cost preparer, subs liaison, and proposal lead.

Qualifications:

  • Bachelor’s degree or equivalent experience required.
  • Minimum 8 years relevant project management, new business, and supervisory experience required
  • Familiarity with Federal, USAID, and other Federal agencies’ assistance regulations and policies required. Must demonstrate an in-depth understanding of project and contract management as well as U.S. government regulations and guidelines to provide support and guidance in a strategic and problem-solving manner.
  • Equal familiarity and experience implementing both assistance and acquisition regulations a plus.
  • Familiarity with government contractor’s overall cost structure, accounting, financial, and personnel systems highly preferred.
  • Experience with a wide variety of assistance and acquisition mechanisms including cost reimbursement, fixed-amount award, blanket purchase agreements, purchase orders, contracts, etc. . Knowledge of commercial agreements, construction and/or security agreements a plus.
  • Strong analytical and decision-making skills. Ability to use logic and reasoning based on a wide range of experience and training to solve moderately complex problems.
  • Ability to take the lead, make decisions and develop corporate policy.
  • Demonstrates maturity, dependability, integrity, and initiative to move beyond an advanced understanding to become a leader within the division and the company.
  • Good interpersonal skills, ability to work independently and in a team.
  • Good presentation skills and ability to write and communicate verbally clearly and concisely.
  • Attention to detail and strong organizational and prioritization skills.
  • Experience living or working in developing countries preferred.
  • Ability to travel and work abroad in less developed countries for at least 4 to 8 weeks a year.
  • Demonstrates leadership, versatility, and integrity.
  • Fluent English required, fluency in French, Spanish or Arabic preferred.

The Salary Range for this position is expected to be: $119,280 - $149,100.

An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
