Scope of Work for Consultant:
After Action Review (AAR)
of the Drought Emergency Response, Ethiopia and Kenya
Background: ChildFund Ethiopia commenced its emergency response efforts in May 2015, following the release of Humanitarian Requirements Document (HRD) in March, 2015 by the Government of Ethiopia that reported 2.9 million people in need of emergency relief. Since then this number has grown to 10.2 million in December 2016 and then reduced to 8.5 million in July 2017. To support the prolonged emergency, ChildFund Ethiopia has employed different interventions; emergency WASH (drilling of boreholes, rehabilitation of water schemes and training), community management of acute malnutrition (CMAM) including distribution of CSB++), child protection in emergencies (CPiE) and general ration food distribution including edible oils with own, Alliance and institutional donors totaling close to USD 3.5 million. It is estimated that over 20,000 participants have been reached through the different interventions. The CO continues with its emergency response that currently includes 3 projects scheduled to end by April 2018 with possibility of acquiring additional grants.
In March 2017, ChildFund Kenya issued an emergency appeal for $2,360,000 to reach 44,562 people in 5 counties with life-saving assistance. ChildFund Kenya has since received $1,258,863 to implement various interventions targeting the most vulnerable (children under 5 and pregnant and lactating women) in Food Security, Health and Nutrition, and WASH with Child Protection as a cross-cutting sector. To date, the local partners re-directed subsidy is $103,256. The total amount committed to date is $1,362,119. Over 15,000 children under 5 and pregnant and lactating women in 139 ECDs have been reached directly with ChildFund resources. The last project is expected to end on 28 February 2018.
Purpose: The purpose of this consultancy is to facilitate an After Action Review (AAR) of ChildFund Ethiopia and Kenya’s emergency response to the droughts with the aim of building understanding among staff and key stakeholders of what worked well and what did not work well, and also to identify actions that ChildFund will need to take to make improvements in the current response efforts and preparation for any future emergency response efforts and/or strategy. As criteria for assessing the effectiveness of the response interventions, the AAR should make use of ChildFund’s existing Emergency Response Policy and Procedures, past or current Emergency Preparedness and Response (EPP) plans that both countries have in place, ChildFund’s EPP Guidance, as well as established international standards such as Sphere Guidance, the Core Humanitarian Standard, and the Minimum Standards for Child Protection in Humanitarian Action. The review should also include how past lessons from ChildFund’s key emergency responses, namely Haiyan Typhoon response in the Philippines and the Ebola response in Sierra Leone, Liberia and Guinea were taken into improvements in ChildFund’s global emergency response and how those compare to lessons learned in the Ethiopia and Kenya response.
Furthermore, this review should also reflect on the added value ChildFund or its Local Partners have brought to this response in both countries by bringing in the perspectives and perception of key stakeholders ChildFund collaborated with (i.e. government agencies, other NGOs, UN-Agencies, donors (such as Alliance members potentially) and participants whose lives we have affected in the emergency response.
Through discussion, sharing and reflection at a lessons-learned AAR workshop to take place in Ethiopia sometime towards the end of January or beginning of February 2018, a group of approx. 30 ChildFund staff, from Ethiopia, Kenya, region, ChildFund’s headquarter and select Alliance partners, will identify significant lessons learned, at the Country Office (CO), Regional Office (RO), and International Office (IO) level, related to the drought emergency response in Ethiopia and Kenya.
The consultant will prepare for and facilitate the After Action Review and, will submit a report documenting and analyzing the findings and recommendations from this workshop immediately after this workshop. This report will be shared as a contribution to improvements in ChildFund’s collective emergency response efforts globally,within the units at the International Office supporting the emergency response, and at an organizational systems and policies and procedures level, for both ChildFund International and the ChildFund Alliance. While we will aim to bring perspectives from IO, RO, and the Alliance into our discussions, the main focus will be on learning at the CO level.
Deliverables for the Consultant:
1)Preparation. The consultant in consultation with both CO teams will outline an initial session plan and seek feedback and recommendations for improvements to the session plan from both COs, the Deputy Regional Director, East & Southern Africa (ESA) and Director, Emergency Management Unit (EMU). Both COs will provide the consultant with existing data and reports from all emergency response interventions, to use as inputs in planning and finalizing workshop sessions. Furthermore, COs will also prepare the feedback from key stakeholders and select participants on the value add of ChildFund in the emergency response and will share this with the consultant. RO will provide the tools for this feedback process to COs. The consultant should further review the AAR reports from ChildFund’s Ebola and Haiyan response to identify key issues from those responses including a mechanism to consult workshop participants specifically on those same issues to see how ChildFund managed these in Kenya and Ethiopia. It is important to note that these AAR reports have been read or not by CO staff. After the plan is solidified, the consultant will be responsible for acquiring and preparing tools and materials that he/she will use during his/her session(s). During the week immediately prior to the workshop, the consultant will also be able to meet with selected Ethiopia staff in order to obtain detailed information needed for final planning arrangements.
2)Inception Report; Upon debrief with key point persons for the AAR (Country Directors and DRD, ESA) and desk review of key documents provided by both COs, the consultant will prepare an inception report indicating the proposed agenda for the AAR workshop, and the overall timeline including the submission of the final report.

Timeframe and Budget
The total number of days allocated for this consultancy is eighten (18) business days (including 2 travel days): preparation (7 days), facilitation/participation in AAR (3 days) and report writing (6 days) at the consultant’s prevailing rate negotiated with ChildFund International.
This consultancy will begin ASAP and end latest 15th March 2018. Proposed dates for the AAR Workshop are either the week of January 29th or February 19th, 2018. Final dates for the AAR Workshop will be decided in consultation with consultant and all participants. A first draft of the written report is expected by either 15th or 28th February 2018, pending the date of the AAR Workshop, with feedback sent back to consultant by 5th March, 2018 and the final version is expected to be submitted by 15th March 2018, latest.
The consultancy fee will be paid in full upon successful completion of all deliverables. Consultant will report to Benjamin Philipps, EMU Director.
