Agriculture Expert/ Team Leader

Job Description

IDG is seeking an experienced Agriculture/ Team Leader Expert for a short-term assignment in Senegal to conduct a quasi-experimental impact mid-term evaluation of a USAID agricultural development program. The anticipated dates of the evaluation are February- August 2015. The Agriculture Expert will be responsible for advising on the technical aspects of the evaluation in the area of agriculture development. He/she will work closely with an evaluation specialist to conduct quantitative and qualitative data collection and analysis, and produce a comprehensive evaluation report. Data colelction will include extensive household surveys, focus group discussions (FDGs), and key informant interviews (KIIs). Work will be conducted in French.

Duties/ Responsibilities:

• Provide technical leadership on agriculture across project activities
• Provide input to evaluation methodology and design
• Review household survey, FDG and KII questionnaires and make recommendations for revisions
• Develop training materials for surveyors on agriculture
• Assist with training surveyors
• Work closely with evaluation expert to oversee collection of data and provide technical guidance as needed
• Work with Economist on selecting and analyzing data collected
• Write applicable sections of evaluation report

Qualifications:

• An advanced degree in agriculture, agribusiness or a related field required;
• A minimum of 10 years of experience in agriculture;
• Experience in conducting evaluations and/or assessments, of similar size and scope in development countries preferred;
• Experience in designing and supervising agriculture household level surveys preferred;
• Previous experience in Sub-Saharan Africa required and in Senegal preferred
• Strong communication, analytical, writing, and interpersonal skills;
• Excellent team management skills; and
• Professional proficiency in written and spoken French and English required
