The Air Traffic Control Instructor (OJT) works under the overall guidance and supervision of the International Transport Sector Portfolio (TSP) Programme Manager and directly to the International Airport Facilities Management and Development Advisor. He/she is responsible, in conjunction with the Airport Facilities Management and Development Advisor, for coordinating and providing OJT to the newly qualified controllers at Herat airport to a level that will enable them to carry out Air Traffic duties in accordance with ICAO regulations and standards. With UNOPS and the ACAA establish the training curriculum, carry out the OJT to precede or coincide with the transition date.
Specific responsibilities and duties include, but are not limited to, the following:
In conjunction with the ACAA specialist staffs and the Airport Facility Management & Development Advisor:
• Identify the training needs for the controllers, which can be covered through OJT or additional formal training if required.
• Prepare the curriculum and a training programme for ACAA personnel for Air Traffic Control.
• Carry out the OJT to meet the ICAO required standards and award ‘competency’ certification for Herat airport to the controllers on completion of the OJT.
• Assist in organising and facilitating regular working meetings of the UNOPS and Donor representatives with key ACAA officials in order to discuss, review training progress and maintain the minutes and records of these meetings.
• Liaise with the FSB Herat airport command in order to ensure smooth cooperation and agreed sharing of tasks, together with orderly transition of responsibilities.
• Provide other required information and professional advice to UNOPS and the Donor concerning OJT matters.
3. Monitoring and Progress Controls
The Air Traffic Control Instructor (OJT) shall ensure that:
• Monthly progress reports are submitted to the Donor, ACAA and UNOPS.
• The project key stakeholders are well informed about the course and progress of the training.
• UNOPS and the Donor are provided with regular updates with regard to the current status of training.
• All the details and recommendations for the OJT are closely coordinated with the relevant ACAA authorities and meet minimum ICAO Standards.
• In addition, he/she will work with the Airport Facility Management & Development Advisor and the relevant project stakeholders to ensure the quality and timely delivery of the following deliverables:
• A Training Plan developed in co-ordination with ACAA specialist staff.
• Training courses carried out and ACAA staff ready to carry out their responsibilities safely in accordance with ICAO regulations and standards.
• Controllers Log books are annotated as competent to control aircraft at Herat Airport.
• OJT is completed on or before 31 December 2016.
4. Qualifications and Experience
a. Education and Experience:
• University Degree preferably with Civil Aviation-related disciplines with focus on Air Traffic Management. A minimum of 7 years of experience in Air Traffic Control with appropriate qualifications may be acceptable.
• Minimum 7 years of relevant experience in developing, managing and/or operating Air Traffic Control facilities.
• Previous experience in providing consultancy or training services related to the development of civil aviation sector is highly desirable.
• Previous experience in providing specialist Air Traffic Control Instructional Services is essential.
• Experience in implementing capacity building activities targeting governmental institutions and/or private sector contractors in post conflict countries, is highly desirable.
• Previous experience of working in Afghanistan is desirable.
• Demonstrated experience liaising with donors, government officials, communities and other stakeholders.
• Knowledge of UN/UNOPS rules and regulations desirable.
• Fluency in both written and oral English is essential.

• Proficiency in usage of computers and office software packages. Good working knowledge of MS Office applications (Word, Excel and PowerPoint), e-mail and able to easily navigate the Internet.
The incumbent is personally responsible to abide by security policies, administrative instructions, plans and procedures of both the UN Security Management System and that of UNOPS.
6. Final Product
To complete the OJT to qualify and certify the six (6) national Air Traffic Controllers as competent to carry out Air Traffic Control duties and responsibilities at Herat International Airport; in accordance with the standards required by the ICAO regulations.
