Job Description
Democracy International (DI) is seeking to hire
short-term technical assistance (Consultant) to support the USAID Social Contract Activity in Kosovo with finalizing the Mid-Term Learning Assessment. The USAID Social Contract Activity in Kosovo, implemented by DI, aims to introduce sustainable practices for public participation to enhance the quality of life for Kosovo citizens and strengthen their partnership with the municipal government. Between January and July 2024, the Social Contract Activity collected data for the Mid-Term Learning Assessment.
The Consultant will be responsible for conducting data analysis and producing a report of no more than 25 pages, excluding Annexes, to answer the following questions:
- Identify which public participation practices emerged as valuable, effective, AND feasible for the community and the local government and analyze what factors determined the success of these practices.
- Discuss the extent to which these practices involved a representative group of community members and changed the attitudes or behavior of public officials and community members.
- Describe the effect that the practices identified as valuable, effective, and feasible had on the quality of public participation practices and the state-society relationship.
- Provide recommendations regarding improving and sustaining successful public participation practices in the pilot municipalities and scalability to other municipalities.
The report should also include the following:
- Actionable recommendations for sustaining and scaling up successful public participation practices.
- Plan to share the mid-term assessment results with key stakeholders.
- Recommendations for the methodology for the final and ex-post evaluations.
The Consultant will present the findings to the Social Contract Activity staff members for validation purposes (remotely) and deliver the final presentation to USAID (in person or remotely).
Key Tasks and Responsibilities:
The Consultant is expected to perform the following tasks:
- Facilitate the analysis of qualitative data on a municipality-by-municipality basis.
- Review the quantitative report developed by UBO Consulting.
- Lead the development of the mid-term learning assessment report.
- Deliver a presentation of findings and recommendations to the Activity staff members for validation purposes.
- Revise the report based on USAID feedback.
- Develop and deliver the final presentation of findings to USAID.
- Hold regular meetings with the COP.
Reporting:
- The Consultant will report to the Chief of Party (COP).
Expected Timeline:
- July 8 to September 30, 2024
