Project Description

The English Access Microscholarship Program (Access), funded by the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA), provides a foundation of English-language skills to talented 13- to 20-year-olds from underserved sectors around the world through after-school classes and intensive sessions in their home communities. As part of their course work, Access students gain an appreciation for American culture and democratic values, increase their ability to participate in their countries’ socioeconomic development and better prepare themselves to compete for future U.S. exchange and study programs. Since the program’s inception in 2004, over 150,000 students in more than 80 countries have participated in Access activities. The Access program also provides professional development and exchange programs for selected teachers and program administrators.

Position Description

The implementation of the Access program at FHI 360 involves four teams: Regional Program team, Teacher Engagement team, Finance & Contracts team, and Systems team. We are seeking an Associate Director who will work in close coordination with the Project Director and all teams in the day-to-day operational management of the Access program, including the direct supervision of a complex portfolio that includes the Regional Program team and the Teacher Engagement team. They will also be responsible for establishing and managing the project’s overall monitoring and evaluation system, tracking and reporting on all progress made towards meeting Access program objectives.

Job Summary/Responsibilities

  • Coordinate closely with the Project Director to plan and implement activities across five concurrent cooperative agreements with a total contract value of approximately $120 million.
  • Employ a solutions-driven approach in ensuring Regional Program and Teacher Engagement team goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Develop and maintain collaborative relationships with the funding partner ECA as well as stakeholders in the field including Regional English Language Officers (RELOs), American Officers, and Locally Employed Staff at U.S. Embassies/Consulates.
  • Manage and mentor 3-4 project managers and/or technical staff on the Regional Program and Teacher Engagement teams, and continue to structure and professionally develop staff to align with client needs, organizational objectives, and program growth.
  • Lead the expansion of Teacher Engagement team staffing and initiatives to align with ECA priorities related to teacher professional development.
  • Oversee international in-person and/or virtual exchange programming and ensure alignment with ECA teacher engagement priorities.
  • Ensure coordination among the Regional Program and Systems teams in refining operating procedures for issuing, managing, and monitoring large volume service agreements for educational program providers serving constituents in more than 80 countries worldwide.
  • Support the Technical Director and the Training Specialist in the coordination of systems automation and training activities for stakeholders.
  • Oversee project monitoring and evaluation activities in collaboration with the Project Director to build and implement a cohesive data collection and reporting strategy.
  • Serve as a significant support to the Project Director in the development of proposals for annual funding requests and competitive funding cycles by acting as principal writer of the technical proposal.
  • Draft and ensure timely submission of high-quality work plans, annual program reports, and any other reports required by the U.S. Department of State.
  • Serve as the primary representative on the project in the absence or temporary leave of the Project Director.
  • Represent the Access program and FHI 360 at both internal and external events, as needed.

Required Qualifications

  • Master’s degree (strongly preferred) in education administration, public administration, non-profit management, international education, international relations, or related field.
  • 10+ years of relevant experience in project management, including 3+ years of line management experience within a complex international education program, intensive English language education institution, or an international exchange project, including financial management.
  • TESOL or CELTA certificate or qualification strongly preferred.
  • Alumnus or alumna of a U.S. Government exchange program such as English Language Fellow and Specialist program, Peace Corps, or Fulbright program strongly preferred.
  • Project Management (PM) certification preferred.
  • Demonstrated extensive experience in program monitoring and evaluation.
  • Demonstrated proficiency in the application of 2 CFR 200 and 2 CFR 600 requirements.
  • Expertise in writing proposals and preparing bids in response to U.S. Government opportunities.
  • Superior supervisory skills required. Demonstrated ability to lead, mentor, and develop direct reports who have a range of professional backgrounds and experience levels.
  • Demonstrated ability to plan strategically and meet program objectives.
  • Exceptional team player with strong interpersonal skills demonstrated by the ability to work in a multicultural, multiethnic environment with sensitivity and respect for diversity.
  • Demonstrated experience in leading and managing complex projects that are national or international in scope.
