Function of the Position:

The Associate Regional Finance and Operations Manager (A-RFOM) advises the Regional Finance and Operations Manager (RFOM) and the Vice President (VP) on operational, financial, personnel, and compliance issues, and works with Project Delivery Teams (PDTs) to monitor compliance to DAI policies and USG/client regulations, mitigate risk, and ensure projects in the Region meet high quality standards. The A-RFOM is also responsible for helping the RFOM to lead region-wide operational activities and initiatives such as audit responses. This position will report directly to the ­Regional Finance and Operations Manager.

Roles and Responsibilities:

Financial and Operations Advisor to RFOM and Regional Managing Director

    • Provides high level support and advice to RFOM and VP on areas of contractual and financial risk
    • Advises and assists RFOM and VP on sensitive, complex, or high-profile operational issues that affect the geography’s portfolio
    • Advises on staffing and training needs; ensures staff are appropriately trained and supported
    • Assists RFOM and VP with analyzing the impact of programmatic changes on contract budgets, corporate budgets and quarterly forecasts
    • In coordination with the RFOM, reviews the overall financial performance of the portfolio and provides recommendations to the VP for areas for improvement
    • In coordination with the RFOM, develops and monitors indirect cost budget and monitors utilization against budgeted levels for the geography. Reviews this information with the VP
    • Assists in response and coordination of resources for external and internal audits

Regional Operations—Management, Training, and Support

    • Fills in for RFOM as point of contact for business operations and administration for the geography when appropriate/necessary
    • Leads internal initiatives as developed with USG Finance & Operations and identifies areas for streamlining and improving efficiency of PTDs and their tasks
    • Approves and reviews consultants/subcontracts procured under geography overhead
    • Works with VP, RFOM and Project Managers to ensure coverage across all projects
    • Supports Project Managers in managing staff performance, training and coaching; assists in orientation of PDT staff
    • Assists RFOM in maintaining consistency in recruitment and compensation
    • Develops and delivers training to geography’s staff, Chiefs of Party and others as requested

PDT Operations—Quality Assurance and Support

    • Provides guidance PDTs on complex operational and financial issues
    • Helps RFOM to resolve cross-departmental issues; facilitates problem-solving between PDTs and support departments
    • As requested, assists in coordinating and ensuring operational consistency across geography (e.g., Local Compensation Plans)
    • Monitors projects in the geography to enable them to meet high quality standards and comply with DAI policies and client regulations; identifies issues and shares best practices with PDTs
    • Coordinates and ensures PDT adherence to company-wide activities and requirements (e.g., bill rates entered, year-end financial completed, Quarterly Project Reviews held, Quality Assurance sessions convened, preliminary final invoice completed, etc.)
    • Works across DAI with other Regional Finance and Operations Managers to ensure consistency across USG Delivery

New Business

    • Reviews cost proposals for new business, add-ons and budget modifications. Makes recommendations related to maximizing profitability, meeting operational needs, and adequate levels of operational staffing

Support to USG Delivery Finance & Operations

  • Works with USG Finance &Operations to standardize and improve processes
  • With USG Finance &Operations, helps to roll out new systems, applications and procedures (e.g. NB Analysis)

Project Management

  • May serve as a Project Manager on a small project and/or provide coverage for other Project Managers.

Qualifications:

Minimum Qualifications:

  • Grade 9: Minimum of 7 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a bachelor’s degree; or 5 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a master’s degree.
  • Grade 8: Minimum of 5 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a bachelor’s degree; or 3 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a master’s degree.
  • Grade 7: Minimum of 4 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a bachelor’s degree; or 2 years of experience providing administrative and/or management support to USAID-funded contracts or grants and/or performing USAID business development activities such as proposal coordination or management and a master’s degree.
  • Excellent oral and written communication skills
  • Must be able to travel on assignments for DAI projects in Africa
  • Experience with DAI systems and procedures

Preferred Qualifications:

  • Business development experience
  • Experience with project recruitment
