CARE Sudan is seeking a Consortium Program Manager to lead the implementation of our new SAFER Sudan Project, a multi-sectoral initiative funded by the European Union. Based in Gedarif State, this high-impact role will oversee coordination across multiple national and international partners, driving progress on livelihoods, protection, economic empowerment, and social inclusion in some of Sudan’s most affected areas.
The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium lead.
As the Consortium Program Manager, you will be the driving force behind a high-impact, multi-partner initiative. You’ll coordinate a diverse consortium of INGOs and local partners, ensuring seamless collaboration, strategic alignment, and effective delivery of project outcomes. Your leadership will directly contribute to the socio-economic integration and protection of vulnerable groups, including women, youth, and people with disabilities, in some of Sudan’s most affected regions.
RESPONSIBILITIES:
Leadership and Coordination
- Execute the project implementation strategy in coordination with the members of the consortium management unit, the Steering Committee and Technical Working Groups.
- Facilitate and ensure the effectiveness of different governance structures, including the Steering Committee, Country Level Technical Groups, Advisory Groups, CMPs and other ad-hoc working groups deemed necessary.
- Ensure synergies and inter-communication between project governance groups and committees
- Facilitate the decision-making process within the project governance structure and ensure those actions are documented and followed up.
- Ensure the timely delivery of agreed outputs of the Consortium and ensure quality program implementation in line with the agreed strategy
- Ensure the effective implementation of project activities in the country through direct leadership of the country-specific governance bodies and working groups.
- Supervise and coordinate the implementation of project sub-components and activities with partners
- Lead the work planning process with partners and coordinate between partners to ensure complimentary activities and sequencing among activities and between projects.
Implementation and Delivery
- You will be responsible for the SAFER Sudan project and close monitoring of implementation of activities and ensuring that they are being implemented in a timely and quality manner.
- Coordinate implementation of all interventions and monitor budgets in coordination with Grants and Finance Teams to ensure there is no overspending or underspending.
- Develop and maintain appropriate communication with the teams and consortium partners.
- Proactively network with other INGOs funded by the EU to identify opportunities to collaborate.
- Ensure clear internal coordination within the project teams and other support teams
- Provide updates during various meetings such as steering committee meetings, donor and management, or any other ad hoc meetings.
- Manage activities, alongside the relevant field PMs and consortium partners, to meet the project objectives within budget and allotted time frame.
- Lead the development and implementation of the project strategy.
- Ensure accurate and timely reporting of activities according to applicable time frames and formats.
- Leading project budget revisions, reviews, planning, and monitoring as per standards.
- Lead the development of project improvement plans, to ensure effective and timely implementation of the activities.
- Ensures the delivery of the multi-sectoral approach with demonstrable impact and is accountable for ensuring that the action meets overall intended quality and learning standards.
- Manages and is accountable for project budget including responding to high level management and variance reports.
- Ensure that the action follows donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
Monitoring and Evaluation
- Support in developing and implementing the project monitoring and evaluation plan, and timely submission of reports and other document requirements.
- Provide feedback on project implementation modality and assist in achieving maximum efficiency in project delivery.
- Support the teams in undertaking regular participatory monitoring and verification visits to ensure adequate progress against action plans, outputs and ensuring that quality elements are signed off.
- Provide advice on any corrective action necessary.
- Monitor project implementation against contractual requirements, including through regular field visits to ensure timely and appropriate delivery of project inputs/outputs/outputs/outputs/outputs/outcomes.
- Consistent with the country office reporting flow, put in place project-specific report tracking tools and systems.
- Lead the baseline, mid-term, and final evaluation studies, in close coordination with the MEAL department.
- Provide/facilitate training to the implementing partners on monitoring and reporting as required.
- Ensure that lessons learned are documented and shared across CARE Sudan.
- Establish and implement project monitoring and evaluation systems to provide regular information on progress toward objectives and assess the impact of the project. Selected candidate is expected to coordinate all required reports internally within the CARE Team and externally with consortium members, ensuring all reports submitted on time
Representation & Advocacy & Organizational Learning
- Serve as primary Consortium representative to donor and other local and international stakeholders, responsible for addressing all project matters.
- In coordination with different sector technical working groups relevant partner focal points, develop and maintain positive relations with relevant authorities, donors, local organizations and program partners.
- Engage in and represent the consortium at the country level INGO and UN coordination architecture, promoting the values of the consortium, coordinating with external actors and representing the consortium.
- Ensure that meetings are documented, and results are circulated to appropriate staff, relevant partner focal points and other actors on a timely basis.
- Support the development of the Consortium Advocacy Strategy and promote the use of consortium-generated knowledge and learning.
- Provide strategic leadership on external communications in line with Steering Committee and CARE guidance.
- Provide support to the development and roll-out of project communication strategies, including compliance with donor’s branding and marking requirements.
- Assists with the coordination of visits of donors, and/or partners related to the project.
- Establish the project and set up different Technical Working Groups in coordination with consortium partners and Resilience and Development Portfolio Team Leader.
- Lead on organizing joint consortium events, such as joint advocacy, research, project launch etc.
Preferred Qualifications:
- Demonstrated experience in Coordination, Consortium Management, Portfolio Management, Partner Management, Program Management, Business Development, Advocacy, Learning, Protection, Economic Empowerment, Livelihoods, rural development, cash, early recovery and implementation of multi-sectoral projects.
- Experience 7-10 years in protection and Livelihood centered multi-sector interventions
- Demonstrated experience in managing and coordinating complex interventions especially consortia. Strong communication and facilitation skills are highly desired. Strong networking and donor engagement skills.
Required Qualifications:
- At least a Degree in International Development, International Relations, Sociology or other relevant studies. Masters degree most preferred or equivalent combination of education and work experience.
- At minimum 5-10 years’ experience in Coordination, Multi Sector Programming, Program Management, Consortium Management and Business Development.
- At least 3 years of experience leading the implementation of similar interventions in highly volatile environments.
- Experience of undertaking high level representation to influence government, donor, partners, and agency policy and practice
- Strong Management skills and competencies in planning and organizing - Is able to prioritize effectively, build alternative actions into plans, review priorities and gather and deploy resources effectively
- Management skills & experience, including line management, management of other resources, evidence of capacity to support others.
- Demonstrated experience in integrating gender and diversity issues into programmes.
- Evidence of project cycle management experience, including strategic planning, budgeting, reporting, monitoring & evaluation.
- Ability to work with local authorities and rural communities including traditional and political leadership
- Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application especially in Sudan context with an ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.
- Experience of convening different actors, building alliances, networking around issues to deliver greater change
- Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and inter-personal skills.
- Familiarity with CARE’s business and programme quality processes is an asset.
- Creative and innovative approach – ability to lead thinking on technology choices and development approaches.
- Strong skills in networking, representation and building relations with diverse stakeholders
- Must possess the ability to manage relations by being sensitive to cultural differences and responding appropriately to different situations.
- Language: Strong active (written and spoken) command of English language - Arabic language is advantage
- Communications: Good report writing skills
