Aviation Analyst - Afghanistan

Summary:

Rare opportunity to help build a national civil aviation sector. Tetra Tech is currently accepting expressions of interest from qualified Aviation Analysts for an on-going USAID-funded Engineering Services Project in Afghanistan. The overall objective of this program is to provide direct engineering expertise on a variety of engineering projects for our client. This position is unique in that the candidate will not work on typical engineering-related activities, but support initiatives and tasks aimed at developing the civil aviation authority’s capability to effectively plan, manage, build and regulate Afghanistan’s nascent aviation network through collaboration with sector experts and leading global civil aviation firms.

After decades of instability, the Afghanistan Civil Aviation Authority (ACAA) is emerging to assume operational control of the nation’s aerodromes and oversee Afghanistan’s developing aviation industry. With military operations ramping down, Tetra Tech is seeking an Aviation Analyst to provide the technical support needed to best position the nation’s civil aviation sector to meet the challenges of the future.

Tetra Tech’s effort provides overall technical assistance to the ACAA though a variety of tasks, outlined below. The Aviation Analyst will be involved in all of these tasks, to a varying degree, and supported by a team of US and Kabul-based professionals.

  • Improving ACAA’s compliance with ICAO Standards and Recommended Practices

  • Outlining plans for transferring specific functions of international airport operations to the ACAA

  • Master planning for individual airports as well as for the national aviation network

  • Facilitating implementation of new software systems to streamline manual management and financial-related operations

  • Supporting aviation sector safety oversight training in line with ICAO and industry best practices

Considering the current COVID-19 pandemic, deployment to Afghanistan is not feasible at this time. All interested candidates are still encouraged to apply as there is flexibility in the timeframe for starting this work.

Responsibilities

  • Review technical and regulatory documents for accuracy, completeness, and compliance with appropriate requirements. External consultants supplement the Tetra Tech team of engineers and are available to consult on technical, legal, and regulatory aviation issues related to this task. Regulatory expertise is beneficial but not required.

  • Manage and coordinate tasks, monitor project costs and schedules.

  • Coordinate with airport stakeholders, client, and a diverse group of consultants.

  • Engage in training and mentoring programs for the local Afghan aviation professionals.

  • Utilize and apply information technology and associated tools such as MS Teams, Adobe, SharePoint, etc. to coordinate information amongst internal and external stakeholders.

Qualifications

  • Bachelor’s degree.

  • Knowledgeable in one or more aviation areas, including ICAO regulatory audits, aerodrome certification, safety management systems, and overall airport operations.

  • Motivated with strong interpersonal skills

  • Experience working/interacting with stakeholders on joint-use airports (civilian and military) is preferable.

  • Willingness to work collaboratively on a variety of tasks alongside a diverse team with varying technical expertise.

  • A minimum of 8 years of technical services delivery and project management experience.

  • Previous overseas experience is desired

  • Willingness to accept a minimum 12-month in resident assignment in Kabul, Afghanistan.
