Job Description

ESSENTIAL FUNCTIONS

  • Works with key stakeholders within dTS (including the Corporate Assurance Unit), leads decision-making process regarding which opportunities to pursue to maintain and grow DTS’s global portfolio within its M&E practice.
  • Manages responses to requests for proposals, maintaining accountability for final product, which includes leading proposal teams within given timeframe, setting and monitoring of internal deadlines, ensuring high quality of proposal components, and completion of components in compliance with donor requirements.
  • Builds relationships with local and international organizations.
  • Negotiates Teaming Agreements with partners prior to and during bid preparation.
  • Writes, reviews, and/or edits proposal and other funding-related documents, particularly corporate capability statements, staffing and management plans, budget narratives, cost share plans, past performance references, key personnel bios.
  • Ensures budget and contractual components of proposal are accurate and complete in collaboration with program, finance, and contracts teams.
  • Supports the identification and recruitment of personnel, creates SOWs, and prepares a staffing plan for funding proposals.
  • Prepares organization to pursue funding opportunities, including pre-solicitation research, identification of consultants, identification of potential partners and competition, and on-the-ground research.
  • Works with project management and technical staff, and field staff to a) collect and manage organizational information and knowledge; b) identify strategic opportunities for technical growth, synergy, and cost share; c) and manage network for strategic business development.
  • Builds organizational knowledge and ability to procure government funds, including providing assistance and training in proposal development to junior staff.

REQUIREMENTS.

  • Master’s degree in International Development, International Relations or related field or equivalent combination of academic degree and professional experience.
  • 10 years of professional experience in international development required, including field-based experience, a sector/technical area of competence, and experience in developing and implementing monitoring & evaluation systems.
  • 4 years relevant experience leading/directing new business development teams.
  • Direct experience with US Government procurements, preferably USAID, and/or U.S. Department of State.
  • Team oriented individual
  • Exceptionally organized and detail oriented
  • Excellent writing and editing skills and computer literacy in Word, Excel, Power Point, Adobe Acrobat Professional.
  • Proven ability to direct multiple projects, setting deadlines and monitoring activities of self and others diplomatically to timely completion.
  • Enthusiasm for working in a fast-paced environment.
  • Fluency in English required; proficiency in a second language a plus.

Experienced with Microsoft Office Suite, especially Excel, Word and Access, including knowledge of spreadsheets
