Job Description

Project Summary:

Cowater International is currently implementing a five-year banking sector reform project in Vietnam. The objective of the project is to provide support to the State Bank of Vietnam (SBV) in strengthening its bank regulation and supervision practices, in line with international standards.

Responsibilities:

The Banking Supervision Expert position is a full-time role, based in Hanoi, Vietnam. The successful candidate must have significant experience in Risk-Based Supervision in the banking sector and will be the lead on all RBS elements of the project. He/she will work towards the transition from compliance to risk-based supervision, as well as to identify and plan approaches and activities, and develop tools and programs for institutional development within the Vietnamese context. He/she will be responsible for identifying short term consultant needs, supporting recruitment and supervising consultants’ work and deliverables.

The tasks and responsibilities of the Banking Supervision Expert include:

  • Coordinating all risk-based supervision components of the project;
  • Developing an RBS Manual;
  • Developing new regulations and/or revise existing regulations;
  • Developing and implementing plans to operationalize risk-based supervision of banks;
  • Developing and implementing institutional development and capacity development strategies to support the implementation and maintenance of RBS practices;
  • Developing and leading in-house trainings for the new RBS approach;
  • Guiding supervisors through a pilot process;
  • Developing terms of reference for the recruitment of specialized local and international short-term consultants, and monitor their performance and deliverables;
  • Integrating gender issues in risk-based supervision sub-activities;

Required Qualifications for the Banking Supervision Expert​:

  • Minimum of a Bachelor’s Degree; ideally a Master’s Degree;
  • Familiarity with the guidelines and practices of the Office of the Superintendent of Financial Institutions (Canada)
  • A minimum of 10 years of practical experience in on-site and off-site bank supervision at a central bank or a bank supervisory agency;
  • A minimum of 5 years implementing risk based procedures and approaches;
  • At least 3 years of technical advisory experience in financial sector development of developing or emerging market economies;
  • Ability to identify technical assistance needs, develop terms of reference and work plans, and supervise highly technical short term engagements; and
  • Excellent writing and oral communication skills. Demonstrated ability in developing and leading training seminars/workshops in bank supervision, risk management, or finance;
  • Ability to identify partner’s needs and develop appropriate solutions while maintaining effective working relationship with national and international stakeholders;

Desired Qualifications for the Banking Banking Supervision Expert​:

  • Relevant professional designation (e.g., CFA, accounting designation, risk management designation);
  • A breadth of experience in financial sector supervision;
  • Technical advisory experience implementing risk-based supervision in developing or emerging markets;
  • Experience leading teams of technical specialists;
  • Experience working in developing or emerging markets, preferably in Vietnam or elsewhere in Southeast Asia.
