Position Description

International Development Group LLC (IDG) is a US based international development consulting firm that assists donors, governments, and the private sector to achieve sustainable, broad-based economic development and poverty reduction. International Development Group LLC is seeking qualified candidates for the role of Budget and Expenditure Management Advisor for an upcoming 5-year USAID Ukraine Public Financial Management (UPFM) project that is expected to be launch in October 2024.

The purpose of the Ukraine PFM project is to support the Government if Ukraine (GOU) in building effective public financial management institutions, processes, and systems for the implementation of its reform agenda in a way that will promote inclusive and sustainable economic recovery and growth and move Ukraine along its path to the EU integration.

Budget and Expenditure Management Advisor will be responsible for managing and overseeing the provision of technical assistance and advisory services designed to support relevant GOU institutions to effectively manage public finances, to provide targeted technical support to selected line ministries in budgeting and expenditure management, and to enhance public-private dialogue on PFM reform areas.

This position is full-time based in Kyiv. The actual period of performance of the position will be determined when the project is awarded by USAID.


Principal Duties and Responsibilities:

  • Provide technical direction for PFM topics such as budget planning and execution, expenditure policy and planning and management.
  • Analyze local and national PFM systems to identify gaps and areas for improvement.
  • Provide targeted technical support to the Ministry of Finance (MOF) and other relevant line ministries and agencies as appropriate to identify actionable reforms to improve budget and expenditure management of public funds.
  • Strengthen capacity of MOF officials to carry out PFM reforms beyond the life of the project.
  • Provide budget management training to Ukrainian counterparts in MOF, line ministries, and other relevant agencies.
  • Support the Chief of Party with the reporting requirements for the project component(s) related to budget and expenditure management.
  • Other duties as requested.

Qualifications:

  • A minimum of 7 years of relevant professional experience is required in PFM and other technical areas such as budget planning, execution, and expenditure management.
  • Bachelor’s degree from a recognized institution in finance, economics, public administration, business administration, public policy and management, social sciences, or a related field. Advanced degree is preferred.
  • Working experience in Eastern Europe or Ukraine, and other conflict/post-conflict countries is preferred but not required.
  • Professional level of verbal and written fluency in English and Ukranian required.
