Job Description

Devex is looking for talented Budget and Programming Officers (BPOs) to join the World Food Programme (WFP)’s Future International Talent Pool (FIT Pool) at a P4 Level to support the end to end planning and budgeting processes. BPOs ensure WFP makes the best use of available funding by enabling a consistent flow of budget information to support decision-making.

At a P4 Level, you will lead budget planning and management process, complex resource analysis work and coordinate the collation, maintenance and reporting of information to support optimal resource utilisation in partnership with relevant stakeholders and managers.

You will work at the frontline of WFP’s operations to enable a consistent flow of information providing insightful, data-driven recommendations to key decision-makers on the best use of available resources while complying with donor conditions and WFP’s internal rules & regulations.

ABOUT BUDGET AND PROGRAMMING

The Budget and Programming Division is responsible for managing WFP’s resource allocations, budget plan preparation, monitoring and reporting, and providing guidelines and tools for effective resource management.

As a Budget and Programming Officer, you will perform a range of tasks including demand planning and forecasting, data analysis and reporting while working in close collaboration with colleagues in Programme and Policy, Supply Chain and Partnerships functions to ensure that WFP attracts and manages resources effectively.

KEY RESPONSIBILITIES

As Budget & Programming Officer at a P4 Level, you will:

  • Lead the development and revision of budget plans under the various structures at WFP by coordinating the budgeting processes, ensuring compliance with WFP standards, budget and programming policies and procedures.
  • Oversee the preparation and review of various corporate budgets and coordinating inputs from various units as required.
  • Guide the development and implementation of policies and procedures for budget and programming activities, ensuring that objectives are achieved in compliance with corporate and functional strategies.
  • Actively engage in the preparation of funding proposals, advocating for prioritisation of resources by activity and modality as necessary, against operational shortfalls.
  • Oversee project closure activities ensuring that follow-on operations are available promptly to receive potential resource transfers for their timely start, and actively propose solutions to identified issues that risk-appropriate closures.
  • Develop strategies that effectively match pipeline requirements with sourcing options in collaboration with Supply Chain and Programme teams, building and maintaining productive partnerships at the operational level to ensure timely shortfalls coverage.
  • Lead working groups that proactively discuss resource availability and upcoming shortfalls, recommending timely mitigation measures.
  • Manage the programming of received funds promptly, according to prioritized operational needs, submitted funding proposals, donor conditions and restrictions, and in close collaboration with the Partnerships teams.
  • Provide expert advice on the resource analyses and delivering recommendations on how to prioritise available and incoming resources against the local implementation plans, flagging potential surpluses, deficit and unspent balances and recommending corrective action.
  • Guide and advise on the utilization of funds providing timely recommendations on possible corrective actions.
  • Lead data analysis efforts and innovatively develop varying reports, to meet varying requirements and audiences and enable informed decision-making, ensuring consistency of information presented to senior management and external stakeholders.
  • Contribute towards the development and improvement of systems, techniques, tools, processes, and procedures to better monitor, manage and report on WFP budgets and resources.
  • Develop the capacity of WFP staff in budgeting, fund management, operational planning, and performance reporting, through coaching around the regular day-to-day transactions as well as developing, updating and delivering training using available materials, manuals and guidelines.
  • Lead a medium-sized team, guiding, supervising and coaching them to provide the expected level of operational support, act as a point of referral on complex analysis and queries, and ensuring their appropriate development to enable consistently high performance.
  • Contribute to standard emergency preparedness practices, providing technical recommendations and guidance and monitoring the management of financial risks.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS

Academic:

  • You hold an advanced university degree in Project & Resource Management, Business Administration, Statistics, Finance, Economics or other relevant fields, or Bachelor’s Degree with additional years of experience.

Experience:

  • You have at least eight years or more of postgraduate professional experience in budget planning, and project and/or resource management.
  • You have managed large, complex operations in overseeing project performance against available resources, ensuring adherence to available policies and procedures.
  • You have developed extensive experience in working across functions to address identified resource management issues and gaps and influence senior management to make the required decisions.
  • You have expert knowledge in improving business planning processes and promoting Value-for-Money principles.
  • You are able to manage, motivate and instil a sense of ownership in others to improve the efficiency and effectiveness of resource management across a large cross-functional team and at a regional level.

Language:

  • You are fluent in oral and written English.
  • You have Intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).

Mobility:

  • You are able and motivated to work in any of WFP’s Offices throughout the world, including hardship locations.

  • You have cross-functional knowledge of operations, a problem-solving mindset, superior information analysis skills, presentation and reporting skills.
  • You have excellent written and verbal communication skills.
  • You have strong interpersonal skills and the ability to foster relationships and influence decision-makers.
  • You are able to work with multicultural teams of different backgrounds and expertise, to deliver as one toward common operational goals.
  • Relevant experience in the humanitarian and/or international development sector is desirable.
  • Professional training in project management, statistical analysis and/or operational planning and management is desirable.

TERMS AND CONDITIONS

Building the pool is a comprehensive process and it will take approximately 8 months. The recruitment steps are an Online Test > Video Interview > Language Test > Panel Interview > Background Verification.

If you are selected, you will be placed in the FIT Pool for a period of up to 2 years. You may be contacted as the needs arise for fixed-term international positions in any of the countries in which WFP operates, including hardship duty stations.

Mobility is the essence of WFP and continues to be a core contractual requirement. These positions are rotational which means that you shall be subject to the regular reassignment process to any other location on a period of 2 to 4 years unless the position is reclassified as non-rotational.
