USP seeks consultants/vendors with expertise in one or more of the technical areas of interest below to be shortlisted for a candidate pool for potential future work in various countries throughout the Africa, Asia and Central Asia regions. Note that this is a general Call for Consultants to build a qualified applicant pool. This job posting does not guarantee employment. TECHNICAL AREAS OF INTEREST

A) Instrument and Metrology Engineer

USP seeks an Analytical Instrument and Metrology Expert with capability to provide theoretical instruction and hands-on training, as well as to review performance of services related to analytical instrumentation/equipment installation, qualification, calibration, maintenance, troubleshooting and repairs of various types of measurement and testing instruments associated with the pharmaceutical and biopharmaceutical quality control laboratories in low- and middle-income countries. The expert will aid in the development and enhancement of client (beneficiary) knowledge and skills required for calibrating and maintaining analytical instruments/equipment. The potential consultant will work with countries’ internal metrologists at national/subnational level using hand and power tools, electronic test equipment and indicators to troubleshoot and diagnose faulty laboratory/industrial equipment with the intent to resuscitate such equipment.

Potential tasks that the consultant/vendor will be responsible for carrying out may include:

  • Perform assessment/evaluation of equipment/instrumentation management systems.

  • Provide guidance and support to establish and enhance equipment/instrument management systems, inventory controls, installation, operational qualification, performance verification (qualification) calibration, maintenance, troubleshooting and repair.

  • Develop and implement training sessions in accordance with recognized standards and guidelines.

  • Perform instrument/equipment calibration and maintenance services for both measuring and testing items.

  • Evaluate emerging technologies applicable to system architecture, data management, artificial intelligence, machine learning etc.

  • Develop and implement technical strategies for various validated/qualified laboratory computer systems with an emphasis on global enterprise systems.

  • Develop and administer system procedures for installation, monitoring, performance utilization, upgrades, backups, recovery, and overall operations in a validated environment.

  • Install, configure, and maintain lab equipment and environment, including servers, storage arrays, networking, and infrastructure software/hardware.

  • Perform routine maintenance on lab equipment such as water purification systems, gas chromatographs, high performance liquid chromatography, UV-VIS spectrophotometers amongst others.

  • Work collaboratively in cross-functional teams to complete discrete tasks and to investigate, diagnose, and resolve complex technical problems.

Qualifications

  • Bachelor’s degree in any of the engineering fields including Instrumental, Mechanical, Electrical, Computer, engineering, Robotics, Mechatronics or other physical sciences such as Physics.

  • 5 years of hands-on experience maintaining laboratory measuring and testing equipment/instrument, including troubleshooting, repairs, preventive and corrective maintenance, calibration, qualification, protocol development and metrological executions (required)

  • Experience working in a laboratory environment, knowledge of laboratory safety procedures and protocols, ability to operate and maintain laboratory equipment, proficient in data analysis and reporting (desired)

  • Experience using electrical instrumentation such as source meters, power meters and integrating instrumentation with data acquisition systems.

  • Knowledge and experience with quality system requirements for instrumentation, to include system documentation, data control, system validation and controls.

  • Technologically savvy and can quickly master computer software and native programs and have a keen attention to detail.

  • Experience in training and mentoring staff and other clients.

Demonstrated non-technical skills:

  • Ability to travel internationally for up to 50% of the time

  • Ability to work independently as well as a contributing member of a team.

  • Time management skills with the ability to prioritize based on timelines and processes.

  • Excellent written and oral communication skills.

  • Fluency in English is required. Fluency in other selected languages is desirable: French, Portuguese, Spanish, or Russian.
