Job Description

Context

Under the overall supervision of the Chief of Mission of IOM Tanzania, and direct supervision of IOM’s African Capacity Building Centre (ACBC) Manager and Senior Training Specialist, the Capacity Development Officer will provide expertise, planning and guidance in the development, coordination, and implementation of training initiatives and migration-related solutions for IOM-ACBC in Moshi, Tanzania. The incumbent will be responsible for serving as an expert resource for capacity development in support of African Union (AU) priorities for Africa.

Responsibilities

1. Analyse and identify selected African governments’ training needs and priorities in support of the migration priorities of the African Union, in consultation with relevant IOM Country Offices.

2. Provide planning advice and guidance in the development, coordination, and implementation of ACBC training initiatives in support of the migration priorities of the African Union.

3. Develop curricula and training modules including background material, PowerPoint presentations and group exercises, for specialized training of officials from Africa, and supplement this with Train-of- Trainers (TOT) material.

4. Coordinate internally with other project-specific interventions to maximize the use of training material, as well as access project funding for delivery and development of additional modules.

5. Institutionalize IOM’s training interventions through the development of branded and organizationally coherent training programmes and contribute to developing the capacities of IOM staff in the thematic area through a combination of formal training and on- the-job mentoring.

6. Deliver training and provide facilitation at the ACBC or in the requesting Member State.

7. Identify and develop programming opportunities for ACBC delivery in coordination with IOM Special Liaison Office to the AU, IOM Headquarters, Regional and Country Offices.

8. Maintain and develop a roster of trainers who can contribute to ACBC capacity development efforts upon request.

9. Participate in and actively contribute to IOM’s network of Regional Thematic Specialists in Africa, analyse and share best practices with relevant HQ Divisions, Regional and Country Offices.

10. Actively participate in conferences, workshops and meetings related to the thematic area of expertise upon request.

11. Support the development of relations with regional bodies active in promoting effective migration, including the Africa Union Commission (AUC) and the relevant Regional Economic Communities in coordination with IOM Special Liaison Office to the African Union, and relevant Regional and Country Offices.

12. Manage and coordinate the relevant ACBC Projects as designated by the ACBC Manager and Senior Training Specialist, including financial management and donor reporting requirements.

13. Contribute to timely reporting and information requirements of the ACBC including monthly, quarterly, and yearly summary reports.

14. Perform such other duties as may be assigned.

Qualifications

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Extensive experience in the field of migration, regional integration and African Union migration priorities at the operational level;
  • Demonstrated experience training government and other migration management practitioners at operational level, with policy level training experience desirable;
  • Experience with other forms of capacity development, such as development of operational tools, curricula and manuals, facilitation of inter-state dialogues, mentoring and peer-to-peer learning an advantage;
  • Experience of project development and management for the purpose of delivering solutions to government officials; and,
  • Experience in liaising with governmental authorities, and other national/international institutions, with specific experience liaising with African regional institutions desirable.

Skills

  • Expertise in capacity development is an advantage;
  • Good presentation and facilitation skills, with knowledge of diverse training methodologies;
  • Good partnership development, liaison, diplomacy, and negotiation skills; and,
  • Good organization and planning skills.
