Project Background:

The United States Agency for International Development (USAID)/Jordan Education and Youth (EDY) team has requested that the Middle East Education Research, Training, and Support (MEERS) activity support the development a new results framework (RF) in preparation for a new Country Development Cooperation Strategy (CDCS). The CDCS, typically a five-year strategy, defines a Mission’s chosen approach in a country, articulates the self-reliance trajectory, and details expected results. The CDCS provides a roadmap for how USAID will design and implement projects and activities and is made available publicly on the Agency’s website. It is used to inform dialogue with Congress; engage host country partners and other stakeholders, including the private sector and civil society; and to serve as the basis for program implementation, monitoring, evaluating, and learning over the strategy period.

Project Objective:

USAID/Jordan seeks SI’s support in preparing and planning for its revised CDCS. The specific objectives of this activity are to:

  1. Take stock of the current framework and progress to date on CDCS development at the Mission and Education Team levels.
  2. Design and facilitate the development of a new results framework (RF) in preparation for a new CDCS.

Position Description:

SI is seeking an individual to fulfill the role of CDCS Facilitator (“Facilitator”) on this activity. The Facilitator will be responsible for facilitating a one-week senior level discussion with the USAID Jordan Mission Education Team to develop a results framework in the education and youth sectors that will contribute to the Country Development Cooperation Strategy process and assist the government’s movement along the Journey to Self-Reliance. The Facilitator will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards. The expected start date will be in mid-May 2019 and this position is anticipated to require 25 days of LOE with about 6-8 days of field work in Jordan. This is a part-time position reporting to the U.S.-based SI Project Manager and working closely with the SI management team/headquarters (HQ), as well as other project team members with relevant expertise.

Responsibilities:

  • Facilitating a one-week senior level discussion with the USAID Jordan Mission Education Team in Jordan
  • Lead the development of a results framework in the education and youth sectors that will contribute to the Country Development Cooperation Strategy process and assist the government’s movement along the Journey to Self-Reliance.
  • Lead pre-retreat discussions and information gathering that includes development of the agenda.
  • Serve as a catalyst for stimulating and assessing progress over the course of the discussions and encourage innovative and creative thinking among participants.
  • Produce a pre-meeting desk-review and meeting agenda, and a post-meeting report and out-brief presentation.

Qualifications:

  • Minimum Master’s degree and 10 years’ experience in relevant fields and sectors.
  • Broad-based or education sector development experience in strategic planning and performance management.
  • Demonstrate working knowledge of USAID CDCS process, sector priorities, and USAID’s commitment to innovation and private sector engagement and its vision for the Journey to Self-Reliance.
  • Demonstrable experience in facilitating multi-day meetings or seminars that support the development of multi- or single-sectoral strategic plans, developing program objectives, results and logical frameworks, performance management strategies, and monitoring and evaluation plans.
  • Demonstrable knowledge of and experience in planning development programs including education and private sector engagement in development.
  • Demonstrate solid experience in producing concrete approaches for tackling long-standing and difficult organizational and development challenges.
  • Previous experience working in Jordan and the education sector is preferred. Fluency in Arabic also preferred but not required.
