Job Description

Summary:

Blumont is seeking a Chief Business Development Officer (CBDO) to lead the Business Development function of the organization. This position will report directly to the CEO and be a member of the Executive Management Team. The CBDO is responsible for achieving revenue growth globally, across sectors and geographies. He/she leads and collaborates with senior staff and team members to research opportunities across relevant technical areas, develop and execute plans to compete for selected bids, and oversee pre-solicitation, pre-proposal and proposal activities. H/she will participate in all aspects of the proposal process from early capture through submission. The CBDO collaborates with senior leadership on the development of Blumont’s strategy, represents Blumont at external events and with Corporate Office/HQ staff, makes presentations to clients, and leads, as well as contributes to the generation of new and innovative funding and implementation models for all funded projects.

Essential Job Functions:

● Continually assess current and new markets, capture strategies and resource allocations to enhance Blumont’s positioning in the selected market sectors.

● Lead Blumont’s efforts to enhance its brand and reputation with both donors and partners by cultivating excellent relations with key organizations in the development community and actively participating in industry-related events and working groups.

● Identify and initiate strategic partnerships with individuals and organizations with complementary expertise to create competitive alliances for winning proposals.

● Identify and mobilize organizational teams to design, price and staff high-quality, award-winning programs, ensuring designs are fully compliant with donor rules and regulations and our policies and procedures, successfully meeting annual revenue targets.

● Directly supervise, train, and coach those involved in the full life cycle of new business development to engage donors in the solution-creation stage, identify and qualify existing opportunities, produce winning proposals.

● Assume the lead in building a robust and strategic new business pipeline that aligns with Blumont’s core capabilities and positions the organization for expansion into additional sectors thusly providing increased diversification.

● Consistently monitor industry trends to ensure that Blumont is competitively positioned in the market.

● Ensure business intelligence from across the organization is smoothly integrated into the positioning, capture, and bid process.

● Align bid decisions and capture planning with the firm’s ROI goals, resource allocations, and financial targets.

● Leverage technology, including Artificial Intelligence, to develop high quality proposals and external communications.

● Work with the Communications Director to develop strategic, targeted communications on issues of branding, external positioning, collateral materials development, website and social media presence, and advocacy initiatives.

Essential Skills and Experience:

● Bachelor’s degree in international affairs, international relations or sector focused major; advanced degree in a relevant field is desired.

● 15+ years of international development experience with expertise in new business development, proposal development, project planning, and expanding into new markets, new major donors, bilateral donors and corporate funders.

● Successful track record of leading organizational growth through working with a diverse portfolio of international development donors and funders including the U.S. Agency for International Development (USAID), Foreign Commonwealth & Development Office (FCDO), other European donors, Department of Defense (DoD), Department of State (DoS), IDIQ task orders, and private funder corporate social responsibility (CSR).

● Expertise in leading proposal development ranging from $5M to $100M, including writing proposals, leading proposal teams, developing teaming agreements, negotiating contracts and grants, and reviewing and preparing cost proposal documentation.

● Expertise in establishing successful strategic alliances within the international development sector and managing/mentoring a team of business development and proposal/project recruiting professionals.

● Sector experience in one or more of the following areas: Governance, Agriculture Value Chain, WASH, Stabilization, Resilience, Infrastructure, Climate Change, Health, and Humanitarian Assistance.

● International development expertise in targeted geographic areas including the middle East, eastern Europe, Africa and South America strongly preferred.

Language(s):

● Professional proficiency in foreign languages, such as Arabic, French, or Spanish, is desired.

Travel Requirements:

● Hybrid work arrangements with in-office (1777 N. Kent St. Suite 300, Arlington, VA) and remote work.

● Ability to travel internationally up to 25% of the time.
