Job Description
Chemonics seeks a chief of party for the anticipated USAID Donbas Economic Prosperity Program (DEPP). DEPP will increase stability in eastern and southern Ukraine by facilitating an economic transformation in the Donbas that encourages 1) new businesses to develop in industries with growing prospects; 2) old businesses to direct their energies toward new and growing markets; 3) the small business community to expand, diversify, and play an active role in local policy formulation; 4) citizens to develop skills for the jobs of the future; and 5) the economy of the Donbas to be more integrated into the national economy of Ukraine. The chief of party must have substantial experience in leading a complex technical assistance program, in both management and technical fields, with a record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Serve as the primary contact for USAID/Ukraine for day-to-day implementation and management of the project
- Serve as the final authority for the contractor on management issues, including staff, logistics, financial accounting, and security
- Establish and maintain constructive working relationships with counterparts for all component activities and with implementers of related donor programs
- Facilitate communication and coordination with all stakeholders of the activity
Qualifications:
- Advanced degree in economics, finance, business, or related field
- Five to seven years of chief of party experience in managing large, complex economic development programs in Europe and Eurasia and/or other conflict and post-conflict environments
- Strong communication and interpersonal skills with demonstrated ability to establish strong working relationships and interact with a wide range of organizations at all levels, including government officials, private sector stakeholders, and civil society organizations
- Demonstrated ability to assemble and manage a highly skilled, interdisciplinary team quickly and effectively as well as lead a broad range of governmental and non-governmental actors and institutions across sectors
- Well versed in implementing detailed, organized, timely, accurate monitoring, evaluation, and learning programs
- Experience in re-integration of economically depressed regions, business climate reform, industry upgrading and competitiveness, investment promotion, local economic development, entrepreneurship and SME development, and social inclusion
- Demonstrated leadership, versatility, and integrity
- Excellent oral and written English language skills
- Ability to conduct business in Ukrainian or Russian
