Job Description

Chemonics seeks a chief of party for the anticipated USAID/Women’s Economic Development (WED) Activity. The overall objective of WED is to provide a comprehensive approach to women’s entry into the economy and create the necessary conditions for achieving and maintaining peace. The focus of the Activity’s technical assistance will be on providing women-owned businesses and entrepreneurs in Afghanistan with access to finance and capacity building opportunities as well as carrying out workforce development activities. The project will be based in Kabul, Afghanistan with potential domestic travel within Afghanistan. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall direction, oversight, and implementation of program activities in compliance with USAID regulations and Chemonics policies and procedures
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters
  • Lead efforts to collaborate and coordinate with other USAID/Afghanistan projects, local private sector organizations, the Government of Afghanistan, and other key stakeholders
  • Ensure quality control and overall responsiveness of technical assistance provided under the contract, including program results and deliverables
  • Provide oversight and guidance to senior technical staff
  • Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustments.

Qualifications:

  • Bachelor’s degree or equivalent experience in international development, conflict resolution, finance, business, economic development, or a related field required. Advanced degree preferred
  • Experience working in Afghanistan preferred, but not required
  • Minimum of 10 years of experience in managing and implementing development projects of similar size and scope, preferably including experience in a conflict or post-conflict environment with populations similar to those WED seeks to serve
  • Experience working with communities in challenging environments to create employment opportunities for women, strengthen workforce-related skills and abilities, and engage women in economy opportunities within urban, rural and peri-urban environments
  • Demonstrated experience establishing inclusive women’s economic empowerment initiatives, ideally within a conflict or post-conflict setting, collaborating with civil society organizations to identify community needs and improve the enabling environment for investment in women-owned businesses and women’s participation in the economy
  • Strong facilitation, communication, collaboration, and leadership skills

Experience with adaptive management approaches

  • Highly skilled in personnel and resource management, coordination, and decision-making, along with an ability to troubleshoot
  • Excellent oral and written English skills required
  • Demonstrated leadership, versatility, and integrity
