Job Description

Banyan Global is recruiting a Chief of Party (COP) to lead the up-coming USAID/Employ project focused on Cambodia’s workforce sector. The COP will be based in Phnom Penh and be responsible for the project’s strategic direction, technical leadership, and managerial oversight.

Responsibilities:

  • Serve as the key liaison to USAID for all project activities, including overseeing all staff, partners, and consultants.
  • Provide strategic guidance to all project activities related to partnership building, curriculum development, and private sector engagement.
  • Oversee all project activity implementation and supervise key technical and finance/operations team members.
  • Responsible for contractual compliance of all project activities.
  • Serve as key liaison with all partners (government, businesses, civil society, academia).
  • Collaborate with Banyan Global headquarters team on contract compliance, reporting, and human resource issues.
  • Oversee quality control for all project deliverables, including all reporting to USAID.

Qualifications

  • Extensive knowledge of issues related to Cambodia’s workforce development and technical and vocational education and training (TVET) sectors, including curriculum development, business partnerships, internship/apprenticeships, career development, and job placement efforts undertaken by the public and private sectors.
  • Extensive expertise in technical training program development, with an emphasis on areas such as green technologies, renewal energy, STEM, and climate smart agriculture.
  • Ability and experience developing education/training-focused public-private partnerships.
  • Ability and experience to develop on-the-job training (upskilling) programs on various topics.
  • Understanding of Government policies related to Cambodia’s training and education sector and the development of competency standards.
  • Ten years of progressively responsible experience on projects related to workforce development and management on USAID projects.
  • Minimum 5 years of experience working on donor funded programs, preferably as a Deputy Chief of Party or COP.
  • Experience designing and implementing programming that supports workforce development in Southeast Asia.
  • Proven experience in stakeholder engagement and working with the Government of Cambodia.
  • Experience working in the areas of science, technology, and innovation, including the green economy, STEM-related fields, digital technology, ICT, and innovative manufacturing.
  • Proven experience working and collaborating with Cambodia’s private sector, business associations, and the business community.
  • Superior interpersonal and diplomatic skills, with ability to effectively work with a variety of counterparts.
  • Excellent oral and written communications skills, including professional fluency in written and spoken English.
  • High degree of responsibility, organization, and punctuality.
  • Proven track record of leadership, including success in hiring, leading, and motivating highly-effective teams.
  • Master’s degree in business administration, law, economics, finance, policy or related field.
