Chief of Party (COP), USAID Organizational Development Project, Ethiopia
Proposal Objective:
SI is pursuing a two year contract to support USAID/Ethiopia in the design and implementation of organizational development activities; data collection and analysis of leadership values, behaviors, and goals; and enhancement to individual and team performance and processes to strengthen the culture and performance of the Mission and its programmatic impact.
Position Description:
SI is seeking a Chief of Party to lead and manage the project administratively and technically, providing oversight on all activities.
The COP position is full-time and would be based in Addis Abba, Ethiopia. The project is expected to be awarded spring 2021, and the position would serve the duration of the project’s period of performance.
Responsibilities:
· Serve as principal responsibility for management of all aspects of the contract.
· Serve as the primary point of contract with USAID/Ethiopia on day-to-day basis for contract implementation and management.
· Provide strategic vision and overall leadership, and ensuring the provision of timely, relevant, high quality services from Ethiopia long-term staff and short-term consultants.
· Supervise the work of all personnel assigned to tasks under the contract.
· Lead USAID/Ethiopia’s OD efforts, providing and arranging for the provision of broad technical OD support (i.e. leadership development, talent management, culture transformation, systems and process optimization) that will ensure that Mission staff and leadership are effective in what they do and how they do it.
· Provide overall change management to the way the OD Activity is implemented and adjusting and scaling OD interventions based on data/analytics and cultural sensitivities
· Lead Mission-wide organizational transformation activities and be able to manage both the strategic and tactical elements of the OD Activity
· Ensure that contract operations model the iterative, flexible, adaptive management way of doing business that USAID/Ethiopia seeks to achieve itself and promote amongst its staff.
Qualifications:
· Master’s degree or higher in organizational development or a related field; and five years of experience in a management position; or A Bachelor’s degree or higher in organizational development, adult learning or a related field; and seven years of experience in a management position.
· Proven skills in leading organizational development solutions, human resource and/or talent management, coaching and/or counseling, oral and written communication; facilitation; and management skills, particularly skills in adaptive management.
· Experience living and working in developing country environments, preferably sub-Saharan Africa.
· Demonstrated leadership in the management of similar size international donor-supported programs.
· Demonstrated familiarity with USAID program cycle and internal Mission processes
· Experience managing USG-issued contracts or otherwise demonstrated knowledge of USG Federal Acquisition Requirements.
· Demonstrated skills in building, mobilizing, and leading multidisciplinary teams in an adaptive environment.
· Excellent communication, interpersonal skills, and rapport building.
